Senior Communication Advisor

Senior Communication Advisor (Advisor) will work with the Ministry of Finance (MOF) to design and implement a communications strategy to strengthen communications with policy makers and the general public, particularly on strategies and measures that the MOF shall be proposing and implementing to reform the tax regime and address broader fiscal concerns. Informed by behavioral economics and evidence-based behavior change communication approaches, the communications strategy will increase MOF capacity to build constructive relations with the public, increase public awareness of tax and fiscal reforms, and improve public trust in the government. The Expert will support the development and institutionalization of forums and platforms for the MOF to engage and consult on tax and public policy issues. S/he will develop a communications campaign that implements content tools like social media, television and radio to broaden the increase of public communications. Additionally, the Advisor will improve the dissemination of communications and public outreach products by developing and maintaining relationships with diverse set of local and national communications channels, such as news organizations, CSO’s, business associations, and MOF officials.

Requirements:

· Bachelor’s degree or higher in communications or other relevant areas

· Minimum of 7 years experience leading the creation, implementation, and management of communication outreach strategies

· 7 years experience with international development projects (USAID preferred)

· Experience working financial management and governance projects a plus

· Experience with development of print and visual media content, as well as radio content and cellphone based text and audio services

· Experience working with a multicultural team of local and expatriate staff

· Exceptional problem solving, writing, and communications skills

· Fluency in French, Arabic, and English
