Capacity Building Specialist

Capacity Building Specialist (Capacity Specialist) will provide training to MOF staff and develop modules for intra-governmental communications and public outreach around financial management. The Capacity Specialist will assist in developing the communications strategy and provide technical support related to behavior change communications and community mobilization. S/he will improve MOF capacity to build constructive relations with the public on tax and broader fiscal issues and increase MOF capacity to communicate internally. The capacity specialist will utilize formal instructions, exercises, scenarios, as well as embedded support and mentoring to increase the public outreach capacity of MOF staff.

Requirements:

· Bachelor’s degree or higher in communications or other relevant areas

· Minimum of 7 years experience leading the creation, implementation, and management of communication outreach strategies

· 7 years experience with international development projects (USAID preferred)

· A minimum of 5 years experience leading adult learning activities using formal instruction, exercises, and scenarios.

· At least 5 years of experience building the capacity of municipal government and/or NGOs to conduct public education campaigns and community outreach

· Experience with development of print and visual media content, as well as radio content and cellphone based text and audio services

· Experience working with a multicultural team of local and expatriate staff

· Exceptional problem solving, writing, and communications skills

· Fluent in English

· Experience working financial management and governance projects a plus
