1. Principal Objective: A brief summary of the responsibilities of the position.
Supports the Royal Commission Contracts and Procurement Director by providing advice related to procurement, including, but not limited to, development, planning and implementation of strategic and operational objectives related to the entire supply chain process to ensure the organization attains the best value in the goods and services
Responsible for all assigned pre-award contract administration functions including fulfilling and meeting contract requirements
Provide guidance planning and support to the Contract and Procurement Department including support to teams across the Royal Commission including contract preparation, evaluation, negotiation and award of public works, PC, EPC, operation and maintenance, engineering & consulting studies type procurement contracts and purchase orders. Requires knowledge of contracts supply chain.
Manages the Contracts & Procurement Department
Responsible for compliance of procurement activities with Kingdom’s Government Tender and Procurement Laws and Royal Commission procedures, including Public Bidding, Two Envelope approach, Sole Source/ limited bidding, etc.
2. Organizational Relationship: A brief synopsis of reporting relationships i.e., reports to, supports section, group, etc.; interfaces with senior management, clients, etc.
Reports directly to the Director of Contracts and Procurement Department (CPD) in relation to department strategy, performance and day-to-day performance. In parallel, reports to the Program Manager, particularly on matters relating to delivery of the capital works program.
Interfaces frequently with senior management personnel, both Saudi Arabian Parsons Limited (SAPL) and Royal Commission on contract and purchase order related tasks and issues.
Supervises the Contract Administrators, and staff support functions.
3. Major Activities Performed: List the major job function(s) of the position.
Acts as advisor and consultant to the Director in all contracting and administrative matters.
Provides guidance and procedural assistance to the program on contracting policy and actions.
Reviews submittals to Royal Commission contracts to insure policy and procedural compliance in contractual actions and to coordinate to the Contracting Section.
Responsible for interpretation and implementation of Contract policy.
Responsible to develop and prepare operating procedures in support of Contract requirements.
Recommends changes to contract policy and procedures to improve efficiency and level of service to the Royal Commission.
Carry out the pre-award schedules and participates in the pre-award evaluation/negotiations process.
Develop and implement organizational procurement policies and processes to ensure a consistent and standardized approach that achieves measurable improvements and efficiencies throughout the procurement cycle
Design and execute an organizational procurement strategy, planning, price analysis, supported by tactical and innovative procurement programs, to deliver enhanced benefits and value to the customer/end user and to support service delivery aims

Lead the research and analysis of market trends and best practice to ensure sourcing and procurement strategies and approaches are current and optimized for their intended purpose
Build and manage relationships with key stakeholders to provide strategic insights on business needs, resolve complex issues and deliver high performance cost, service and quality outcomes
Support the Director in providing leadership, direction and effective management of the procurement team and cross-functional working groups to achieve a high-level of performance in procurement and deliver high quality advice and service to stakeholders
Identify and manage commercial, contractual, operational, financial, reputational, ethical and supply chain risks to minimize negative impacts on organizational objectives while encouraging opportunity and innovation
Establish quality and performance standards and evaluation processes to assess and report on procurement activity in terms of progress, results, customer satisfaction, value and cost. Maintains a legal and contractual liaison between Bidders’ and the Royal Commission.
Participates in the selection, training, and evaluation of personnel.
Provides legal and contractual guidance as well as, training, mentoring to Contract personnel as required.
Oversees the preparation of legal and contractual documents as needed.
المهارات
Bachelor’s Degree in Engineering, Law, Quantity Surveying or Construction Management from a recognized university
Minimal Fifteen (15) years of experience in procurement and contract administration with experience across multiple service lines (PC/EPC construction, O&M;, Engineering Design and Consultancy).
A minimum of Eight (8) years supervisory experience on large scale Governmental jobs is essential.
Experience with established vendor/procurement management systems
Middle East experience is a plus.
Fluent in English (read, write, and speak), versed with legal contract terminologies
Knowledge of computers and basic software applications: MS Office (Word, Excel, PowerPoint).
