Job Description and Requirements
1. Principal Objective: A brief summary of the responsibilities of the position
Develop future strategies for minimizing and recycling all waste, storing hazardous industrial waste, plan for the establishment of permanent waste disposal facilities and provide advice and guidance to EPC Department as needed. This will be undertaken through field visits, on-site inspections, research for BAT and preparing scientific technical reports.
2. Organizational Relationship: A brief synopsis of reporting relationships; i.e., reports to, supports section, group, etc.; interfaces with senior management, clients, etc.
Reports directly to the RC Section Manager Monitoring and indirectly to the SAPL Department Manager EPCD.
Will support the department in daily operations, interfaces with industrial customers, new investors, EPCD members and senior RC Management.
Receives administrative and technical direction in term of board project objectives from EPCD Department Director and SAPL Department Manager EPCD.
3. Major Activities Performed: List the major job function(s) of the position.
Lead a small mixed team of RC, SAPL and contractor staff for waste management objectives and duties.
Support environmental activities by conducting inspections, preparing/reviewing reports and check industry environment compliance with the RC requirements and determine the extent of deviation from the RC regulations and standards.
Provides necessary advice and guidance to the meet the RC goals and objectives and keep EPCD current concerning international regulatory standards, particularly in the field of environmental engineering as it relates to the environmental management in the heavy industry, industrial wastewater and industrial waste sectors.
Review and evaluate the environmental permit application packages and technical reports submitted by existing and new industries.
Performs periodic inspections on facilities and areas to ensure environmental compliance.
Evaluates self-monitoring reports and other technical reports submitted by industries and coordinates with other sections regarding violations.
Review and evaluate submitted data from investors.
Check environmental Impact Assessments studies submitted by new industrial investors and existing Industries seeking a renewal of their Environmental Permit to Operate.
Participates in periodic revision of RC Environmental regulations and standards and implement the same in line with Kingdom’s laws, international regulations and standards and best practices.
Sets and monitors the Royal Commissions (RC) Environmental regulations and standards in line with the government’s environmental standards and best practices.
Develops scope of work for environmental studies.
Manages subcontractors performing environmental studies and reviews/comments on work products.
Supports planning efforts for environmental activities associated with the Yanbu Master Plan expansion.
4. Experience and Qualifications: List the background experience required for the position, number of years experience, in what fields.
Describe the desirable academic background.
Bachelor’s Degree in Environmental Engineering, Environmental Sciences, or Other Relevant Sciences/Engineering Degree.
Master’s degree in relevant field (Recyclable Waste Management, Environmental Risk Management) preferred.
No less than 15 years of relevant experience in the field of environmental management with primary experience within the heavy industries, industrial wastewater and the industrial waste sector is required.
Knowledge of waste management and control procedures for different environmental hazards.
Knowledge of waste disposal and prevention methods.
Knowledge of quality, health, safety and Environmental (OHSE) regulations and procedures
Knowledge of safety and environment regulations followed in the Kingdom of Saudi Arabia, with experience of the environmental regulatory process within the heavy industries, industrial wastewater and industries waste sectors preferably with the Royal Commission of Yanbu & Jubail in Saudi Arabian or similar.
Experience in setting disaster recovery plans in cases of emergency and the execution of those plans.
5. Key Technical skills
The management, communication and interpersonal skills.
Relevant computer proficiency, experience in using Microsoft Office tools and /or any relevant software.
