Job Description and Requirements
1. Principal Objective: A brief summary of the responsibilities of the position.
Field electrical engineering position in construction management and application of electrical engineering expertise on electrical distribution and service utility systems for residential and building developments, and infrastructure and community construction projects.
Work with Senior Resident Construction Manager (SRCM) as the Owner’s Representative and responsible in monitoring and inspection of on-site electrical installation, testing and commissioning activities providing technical guidance to contractors, and utilizes his expertise to ensure contractors’ quality assurance and control as well as permanent works are constructed as per the contract, in accordance with applicable codes, standards, approved drawings and specifications, budget and schedule.
2. Organizational Relationship: A brief synopsis of reporting relationships i.e., reports to, supports section, group, etc.; interfaces with senior management, clients, etc.
Reports directly to the Senior Resident Construction Manager (SRCM) and shall receive daily administrative and technical direction in terms of project (s) objectives from the Senior Resident Construction Engineer (SRCE-E) Including frequent Interfaces with other, End Users and Engineering Department staff. Daily contacts with Contractor’s on-site electrical and other divisions management staff.
3. Major Activities Performed: List the major job function(s) of the position.
1. Works with the senior resident construction manager (SRCM) and other project’s engineers.
2. Monitors construction contractors’ electrical installation, testing and commissioning activities.
3. Witnesses electrical testing, pre-commissioning, commissioning, and start-up activities.
4. Reviews contractor-submitted shop drawings and as-built drawings for compliance with contract document, materials submittals, tie-in procedures, project schedules, and work permits and coordinates with the concerned departments for their comments for project progress and to address any issues during project life cycle.
5. Coordinates and organizes periodical and required meetings between stockholders and Contractor and concerned departments to resolve interfacing problems during construction
6. Conducts acceptance inspections and re-inspections of the completed permanent works thereafter, until all deficiencies are corrected and signed off by all
7. Reviews contractors’ invoices for completeness and correctness of installed quantities for the electrical portion of the permanent works.
8. Initiates and prepares for SRCM draft electrical related letters, memos or reports to contractors and other departments.
9. Review product data, samples, certification and other submittals for compliance with Contract Documents.
10. Respond to Requests for Information (RFI) submitted by the Contractor
11. Provide clarification of the requirements of the contract documents
12. Review installed work for conformance to the contract documents.
13. Observe testing performed by the Contractor and determine conformance with the Contract Documents
4. Experience and Qualifications:
1. B.S. Degree in Electrical Engineering from western recognized university.
2. Minimum of 8 years of experience out of which 5 years of experience in electrical engineering and construction projects
a. Medium Voltage (13,8 KV) and Low Voltage (120 V – 240V – 400V) electrical systems
b. Electrical power distribution systems
c. Building electrical power distribution systems and equipment
d. General electrical calculations and electrical theory
e. General load flows, calculations, basic relay and protection coordination
f. One-lines Pad mounted Transformers and Switches (or unit substations and RMUs/SCADA)
g. Lighting systems – exterior and interior Cabling
h. Coordination with other utilities and disciplines providers
i. Appropriate knowledge and experience with building electrical codes, construction methodology and requirements (NESC, NEC, IEC. IEEE or other related codes and standards).
3. Candidate must be LEED certified
4. Familiar with CAD is required
5. Must have or be able to obtain Saudi Driving License
6. Must be able to effectively communicate in both spoken and written English skills. Arabic language is plus
7. Knowledge of computers and basic software applications: MS Office (Word, Excel, Power Point).
