Project Overview: Bechtel and its consortium partners are excited to begin hiring the completion teams which will finalize the monumental Riyadh Metro Project (RMP), currently estimated at 94% complete. The BACS consortium, which includes Almabani General Contractors, Consolidated Contractors Company, and Siemens, is responsible for the design, construction, train cars, and signaling as well as electrification and integration of the new lines to the rest of the system. Riyadh’s population of nearly 6 million is forecast to increase to 8 million by 2030. The new metro system will meet the demands of the growing population while reducing traffic congestion and improving air quality. Position Summary: Manages all aspects of subcontracts claim analysis and mitigation. Functional scope includes input to the project contracts claim strategy, detailed analysis of existing claims, and negotiation planning for resolution of outstanding commercial issues. Essential Job Duties: 1. Develop the subcontract claim resolution strategy for assigned subcontracts based on applicable laws and historical data as well as the overall project execution strategy considering project risk, pricing, scope, and schedule. Use the subcontract claim resolution strategy to prepare and implement claim resolution negotiations plans 2. Provide assist and guidance to the Project Manager of Subcontracts / Commercial Manager in the management of all aspects of subcontractor claims resolution. 3. Provide ongoing guidance in the various aspects of subcontract claim analysis and management to the Project Subcontract and Procurement Manager and key members of the project team to ensure that sound claims management principles are applied throughout the claim resolution process; 4. Participate in project related meetings, work closely with Construction, Engineering, Procurement and 5. Prepare plans and in certain instances carry out negotiation of changes to the assigned subcontracts. 6. Provide for adherence to contract insurance provisions and coordinate with the Risk Management Department on any occurrences covered by Customer or Bechtel provided insurance; Job Knowledge: · Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling. · Thorough knowledge of (sub)contract administration, home office and field procedures and documents relating to a multi-discipline construction project. · Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices. · Proficient in developing presentations. Qualifications: · Degree in Supply Chain, Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering or equivalent experience. · Previous 10+ years of experience in contract administration and/or claims resolution on a medium to large project. · Previous international experience in the Middle East region is favorable. · Prior commercial management experience and/or claims experience on complex projects is favorable. · Ability to work well with other departments and functions to assist project objective. · Ability to perform cost analyses/assessments is favorable. · Willing to remain in role for a minimum of 2 years Grade 27: · Minimum 13+ Years of Relevant Work Experience · Extensive prior experience in contract administration, claims analysis and resolution Shaping tomorrow together Bechtel is one of the most respected global engineering, construction, and project management companies.
