الوصف الوظيفي The main objective of the delivery biased PMO/PMC is to implement and manage the overall Development Programme, which includes infrastructure enhancement works, as well as retail mall and hospitality new build, sports complex, medical facilities and refurbishment elements. The team shall be expected to assist the client in any way possible to ensure the Development is completed starting from a project brief to the required timescales and within their stated budgets for multiple projects. The assignment is expected to last for up to 3 years for with potential extension. Role: This role will have partial oversight and line management authority of the Planning function to the assigned scope and making sure that assigned Consultants and Contractors are aligned with the requirements. The Senior Planner’s responsibilities include but are not limited to: Ability to develop initial baseline schedules with little project information. This requires previous experience is hospitality / mix use development projects or sports complex projects or cultural projects or tourism and hospitality projects. Assist in the preparation and management of overview and strategic programmes, including design, procurement and construction schedules together with supporting information required schedules to the planning manager. Assist in coordinating and managiong the preparation and development of master planning, engineering, procurement, and construction schedules together with associated information required schedules Implement project reporting procedures, prepare and assist for the presentation of periodical project progress. Review the schedules and related documents from the consultants and contractors including weekly/monthly reports and analyse the content to ensure compliance with project objectives. Review schedule/progress/earned value trends to identify problem areas and recommend corrective action to management. Review and monitor actual progress against planned progress reported by the Consultants and Contractors. Monitor engineering design progress, material and equipment procurement and construction and commissioning status Implement progress monitoring tools guidelines for the Consultants and Contractors such as earned value management, quantity tracking and monitoring and managing of the above mentioned schedules. Monitor progress both on and off site. Identify deviations (progress trends) in engineering, design and construction progress and suggest possible courses of corrective action Working closely with the Planning Manager and Project Team to ensure that the ‘programme’ is feasible, complies with the Project Master Plan and contractual documents. Assist and drive Consultants and Contractors to prepare Contractual deliverables aligned with the Contract conditions such as Baseline Schedule. Interface on a daily basis with the Consultants and Contractors and internal management. Carry out studies into scheduling, manpower, cash flow, and material flow as needed Attend offsite meetings as requested by the client Review schedules for slippage of key dates Assist in the defence / approval of any claim for time extension or major change to the schedule Other duties as requested from time to time Ensuring that each Consultant and Contractor runs his or her section to the highest professional standards, that all information is current, and that every member of the Project Management / Client is receiving the information he or she needs to fulfil their responsibilities. Establish and maintain consistent and adequate administration procedures, in their field. Participate with the project management team, as directed by the Planning Manager, to achieve project deliverables. Involve key stakeholder requirements and approvals in the baseline Issue high-level schedule weekly updates Identify and report main issues interfering with progress Identify and report on measures for improving schedule performance Implement Scheduling, reporting procedures, tools, templates, instruction, etc. to standardise the work across the programme. Monitor the timing of submittals against schedule requirements Develop and monitor Consultants’/Contractors’ KPIs for the assigned scope. Manage the interface management of the scope that is assigned in between internal and external parties. Guide Consultant and Contractor to prepare relevant tools up to the Contract conditions and the best industry standards such as 3 weeks look ahead, schedule update, quantity tracking reports etc. Requirement: Degree in Engineering, or Construction Management PMP, PMQ or other professional certifications preferred Minimum 8-10 years related experience in Project Controls specially in Planning/Scheduling. Considerable planning experience showing clear career progression in the planning field Must have a consultant and/or client background for a minimum of 2 years, preferably in a Project Management / Construction Management organization. Contractor background is highly regarded. 2 years Middle East experience preferred. Fluent in English (read, write and speak). Project management acumen. Team player Extensive tactical planning Arabic speaking is an advantage but not essential.
