Job Description:
POSITION OVERVIEW:
As a Plant & Equipment Health & Safety Manager, you will lead and support multiple delivery groups to ensure the Contractors’ compliance with the national legal requirements and standards. You will act as the program’s subject matter expert and the point of contact on all construction heavy equipment matters. As part of our team, you will work with Supervision Consultants, Construction Contractors, Construction Directors, HSE Managers, and other program support services to ensure compliance and promote best practices.
SPECIFIC RESPONSIBILITIES:
As a Plant & Equipment HSE Manager you will: + Review Contractors’ plant / equipment management plans and any other equipment related submittals. + Ensure that Contractors are carrying out their duties for the management and inspection of their plant / equipment on-site. + Assess the various vendors / suppliers that the Contractors use to supply plant / equipment for the project. + Audit Contractor records of construction plant / equipment brought on-site. + Verify how Contractors are managing their equipment inventory on a day-to-day basis including return and storage to plant / equipment laydown or parking areas and designated plant / equipment repair and maintenance workshops. + Check the process of Contractors’ plant / equipment inspection and maintenance including preventive, predicative and equipment repairs. + Audit how plant / equipment inspections and repair records are maintained and documented. + Work with Procurement Department to initiate, review and qualify third-party inspection service providers as per the program governance. + Define, review, and communicate plant / equipment requirements to the Contractors. + Support Qiddiya HS&E;Team through detailed identification, analysis, and planning of actions to investigate plant / equipment related incidents. + Communicate periodic plant / equipment related hazard alerts, safety bulletins, regulatory changes, and product recalls. + Carry out daily site inspections on Contractors’ heavy plant / equipment operations, initiate corrective actions and non-conformance reports as necessary, also proactively follow-up on close-out of any findings. + Assess the competency levels of Contractors’ plant / equipment managers and operators. + Monitor and ensure that the program is compliant with the latest plant / equipment / operators’ requirements and update the program’s legal register as necessary.
EDUCATION/EXPERIENCE:
• BS degree in mechanical engineering, or equivalent qualifications • Minimum 15 years’ experience working as a construction heavy equipment manager, • Minimum 5 years GCC experience is essential. Experience in Saudi Arabia is also preferred • Knowledge in heavy equipment standards and technologies. • Auditing and Inspection experience. • Previous leadership experience with a large project budget, leading a group of professional managers and consultants.
