Job Description and Requirements Alignment: Establish the organization, and write the National O&M;Manual which will include the required systems, processes and procedures that will form the minimum requirements for efficient and effective O&M;management by Saudi Government ministries. Enablement: Transform 10 Saudi Government ministries into more efficient and effective O&M;planning and management organizations. Enablement includes the following key elements: · Restructuring the ministries O&M;organization · Supporting the ministries to engage suitably qualified O&M;management consultants · Supporting the ministries and their consultants to implement the Mashroat Manual · Supporting the ministries and their consultants to develop the ministries Saudi National professionals Evaluation and Monitoring: Provide ongoing support to the ministries in the following: · Develop a process for reviewing the effectiveness of Enablement by assessing the implementation of the Mashroat Manual by the ministries. · Develop a system for measuring the impact of the implementation by supporting development of a national dashboard for O&M;performance. The KBR in-Kingdom team will be 47 strong comprising 38 western expats, 6 Saudi nationals, and 3 other country nationals. The position will be based in Riyadh, with occasional visits to other areas of the Kingdom as required. The position is for 3 years with a minimum commitment of 6 months required. Manages: · The KBR in-country team Reports to: · Director of KBR EMEA Advisory (in UK) · Bechtel’s O&M;Director (who reports to the client) Interfaces with: · Client programme director · Ministries O&M;directors, Ministry O&M;consultants team leaders · Other KBR team leaders in Kingdom, · KBR Functional Area Managers (inc. HR, Security, Project Controls, Procurement) Primary Roles and Responsibilities: Provides leadership and direction to the KBR team, comprising: · Core Knowledge Director · Asset Management Director · Enablement Deputy Director · Specialist sub-contractors Responsibilities shall include, but not be limited to: · Building the collaborative working culture (within the KBR team, the KBR team, Bechtel, and the client and the KBR team and the 10 ministries with which KBR will work) · Ensuring that safety and security is actively managed on the project in accordance with KBR’s Zero Harm safety management process · Development and maintenance of the project plan & execution strategies to deliver the services in accordance with the contract, within the overall not to exceed budget, and in accordance with KBR policies and procedures · Resource identification, selection, recruitment, training and development, and retention · Bringing industry best practice into the team Requirements · Ideally the candidate should have worked with KBR either as an employee, supplier, JV partner or client representative for a minimum of 5 years. · Bachelor of Science / Engineering in an engineering discipline from an accredited university. Post-graduate degree preferred. · Minimum 25 years’ experience of leading major government international O&M;or facility/asset management programs and projects with a proven record of accomplishment of delivering project excellence in direct project manager role. · Experience of direct oversight of the following functions: engineering, O&M;, facility management, procurement, health, safety, security & environmental, risk management, financial management, quality assurance and quality control. Experience gained on large projects. · Excellent English verbal and written communication skills. Arabic verbal and written communication skills a plus. · Experience working internationally (preference for Middle East / KSA). · Record of engagement with a wide range of stakeholders and wider commercial and public sector stakeholders. A proven record of accomplishment instituting continuous improvement and supporting capacity building / talent development (preferably in KSA). · Experience of building integrated teams to work in a collaborative environment. Excellent communicator, leader and team builder. Experienced in coaching and training of teams |
