To assist the Head, Spectrum Management in performing the frequency coordination and regulation of Satellite services, in accordance with ITU, corporate policies, strategies and plans.

Core Responsibilities
Planning and Procedures
• Understands business imperatives to ensure project compliance to the agreed plan.
• Provide the required benchmark information relating to international procedures and techniques for detecting, analyzing and resolving satellite interference issues and develop variants as appropriate to ensure no interruption of satellite services to customers.
Senior Engineer Spectrum ITU (International Telecommunication Union)
• Assist in managing satellite frequencies to meet the market demand
• Provide the required benchmark information relating to international procedures and techniques for detecting, analyzing and resolving satellite interference issues and develop variants as appropriate to ensure no interruption of satellite services to customers
• Ensure adherence to ITU regulations and manage ITU contacts in a proactive manner
• Examine ITU weekly circulars (IFIC) relating to interfering foreign satellite networks affecting planned satellite networks
• Understand the impact of interference caused because of operations of other administrations/ parties and establish the ground for negotiation for the organization
• Ensure the preparation of periodic report of spectrum coordination and satellite related activities
• Ensure proper management of satellite filling processes, satellite earth and space station licensing, registration and documentation
• Develop coordination guidelines and criteria for sharing between, and within radio communication services in space services
• Provide the required assistance in developing the technical requirements and to ensure efficient use of satellite spectrum (equipment specifications, transmission parameters, frequency planning, ere)
• Prepare and update alarm schedule with ITU dates to be respected with regards to fillings and orbital slots and other networks affecting organization’s existing or planned networks and networks competing with the service areas., e.g. advance publication dates, protection date, due diligence date expire dates …etc.
• Prepare list of the spectrum and potential orbital slots for the entire spectrum being used by satellites in order to expand organization services
Senior Engineer Spectrum Procurement
• Develops the equipment specifications in coordination with the other procurement departments, commercial division, other business partners, and end users according to ITU Radio regulation.
• Ensure the preparation of periodic report of spectrum coordination and satellite related activities
• Participates in vendor negotiations to ensure that best vendor is chosen on quality and value for money counts.
• Ensures working closely with the vendors to ensure all technical, quality and delivery requirements are clearly understood, verified and met.
Senior Engineer Spectrum Project Implementation
• Reviews all the documentation and analysis provided by frequency Authorities and ensures that it meets the project requirements.
• Develops and manages work periods, activity sequences, durations, resource requirements and schedule constraints related to assigned initiatives/projects.
• Identifies quality requirements (and/or standards) for expected deliverables and monitors quality assurance measures with ITU and vendors as well.
• Determines and analyzes risks that may impact project implementation and develops mitigation measures through ITU rules and procedures.
Operations and Maintenance Support
• Assists, when needed, the operations and maintenance teams in troubleshooting issues or elaborating frequency analyses.
• Trains the operations and maintenance team members, when required.
Enhancing Capability
• Develops a knowledge repository on information about new frequencies/technologies and services in satellite operations.
• Keeps abreast of any changes in ITU rules and procedures.
• Participate in ITU study groups to learn about new competitor activities, new trends in satellite operations and contribute towards forming procedures, laws and regulations favorable to the organization.
Reporting
• Tracks, reviews and regulates project progress for reporting to Head Spectrum Management Section.
• Submits filling evaluation report, pricing report and recommendations to Head Spectrum Management.
Self-Management Responsibilities
• Defines performance goals at the start of the year in discussion with the reporting manager and ensures that the goals are achieved during the year.
• Identifies the training and development requirements for self and agrees on them with the reporting manager to ensure that the required trainings are arranged and attended.
• Strives to achieve the highest levels of proficiency on all the competencies and skills required to perform the role.
• Keeps abreast of professional developments, new techniques and current issues through continued education and professional growth.
• Perform other duties as directed by supervisor or other superiors.
