Job Description and Requirements
1. Principal Objective: A brief summary of the responsibilities of the position.
Supports the Royal Commission Contracts and Procurement Director by providing advice related to procurement, including, but not limited to, development, planning and implementation of strategic and operational objectives related to the entire supply chain process to ensure the organization attains the best value in the goods and services
Responsible for all assigned pre-award contract administration functions including fulfilling and meeting contract requirements
Provide guidance planning and support to the Contract and Procurement Department including support to teams across the Royal Commission including contract preparation, evaluation, negotiation and award of public works, PC, EPC, operation and maintenance, engineering & consulting studies type procurement contracts and purchase orders. Requires knowledge of contracts supply chain.
Manages the Contracts & Procurement Department
Responsible for compliance of procurement activities with Kingdom’s Government Tender and Procurement Laws and Royal Commission procedures, including Public Bidding, Two Envelope approach, Sole Source/ limited bidding, etc.
2. Organizational Relationship: A brief synopsis of reporting relationships i.e., reports to, supports section, group, etc.; interfaces with senior management, clients, etc.
Reports directly to the Director of Contracts and Procurement Department (CPD) in relation to department strategy, performance and day-to-day performance. In parallel, reports to the Program Manager, particularly on matters relating to delivery of the capital works program.
Interfaces frequently with senior management personnel, both Saudi Arabian Parsons Limited (SAPL) and Royal Commission on contract and purchase order related tasks and issues.
Supervises the Contract Administrators, and staff support functions.
