1. Job summary
The primary role(s) of the of the Health,Safety and Environmental Officer will responsible for planning, implementing and overseeing company’s employee safety at work. Their main duty is to ensure that the company is in compliance and adheres to Occupational Health and Safety (OHS) guidelines.
2. Main job responsibilities
Responsible for monitoring and assessing hazardous and unsafe situations.
Developing measures to assure personnel safety.
Correct unsafe acts or conditions through the regular line of authority.
May exercise emergency authority to prevent or stop unsafe acts when immediate action is required.
The Safety Officer maintains awareness of active and developing situations.
Ensures there are safety messages in each Incident Action Plan.
Participate in planning meetings to identify any health and safety concerns inherent in the operations daily work-plan.
Review the Incident Action Plan for safety implications.
Investigate accidents that have occurred within incident areas.
Ensure preparation and implementation of Site Safety and Health Plan (SSHP).
Inspects the site to ensure it is a hazard-free environment.
Conducts toolbox meetings.
A HSE Officer is part of the project safety council and leads all efforts to enhance safety.
The safety officer reviews and approves all subcontractors’ safety plans.
Verifies that injury logs and reports are completed and submitted to related government agencies.
Verifies that all tools and equipment are adequate and safe for use.
Promotes safe practices at the job site.
Enforces safety guidelines.
Trains and carries out drills and exercises on how to manage emergency situations.
Conducts investigations of all accidents and near-misses.
Reports to concerned authorities as requested or mandated by regulations.
Conducts job hazard analysis.
Establishes safety standards and policies as needed.
Watches out for the safety of all workers and works to protect them from entering hazardous situations.
Responds to employees’ safety concerns.
Coordinates registration and removal of hazardous waste.
Serves as the link between state and local agencies and contractors.
Receives reports from and responds to orders issued by Department of Labor.
Arranges for OSHA mandated testing and/or evaluations of the workplace by external agencies/consultants.
Support the development of OHS policies and programs.
Advise and instruct on various safety-related topics (noise levels, use of machinery etc.).
Conduct risk assessment and enforce preventative measures.
Review existing policies and measures and update according to legislation.
Initiate and organize OHS training of employees and executives.
Inspect premises and the work of personnel to identify issues or non-conformity (e.g. not using protective equipment)
Oversee installations, maintenance, disposal of substances etc.
Stop any unsafe acts or processes that seem dangerous or unhealthy
Record and investigate incidents to determine causes and handle worker’s compensation claims
Prepare reports on occurrences and provide statistical information to upper management.
Carry out PTW Monitoring and review

3. Required Experience
1-2 years’ experience in relevant field.
Familiarity with ISO 9001, 14000 and 45001, API and OHSAS 18001.
4. Professional Qualifications / Certifications
Already qualified, or eligible for Auditor registration or equivalent
5. Academic Qualifications
Diploma or Degree of Safety
6. Additional Requirements
§ English: Mandatory (Writing, Speaking and understanding)
§ Arabica : Désirable.
§ Comprehensive knowledge of personal computers and software packages, including specific knowledge of HTE, MS Word, Excel, PowerPoint and Access.
§ Ability to interact and negotiate effectively with people to handle interfacial QA/QC issues between company and contractor.
§ Clear, fluent and expressive use of verbal and written language to convey information and ideas.
§ Valid driving licence.
§ Working knowledge of industries division rules and regulations
§ Technical writing skills
§ Ability to maintain organised project tracking system,
§ Ability to establish and maintain effective working relationships with co-workers, subordinates, supervisors and managers
§ Database management.
