The main purpose of the job is to identify and retain cost competitive and efficient suppliers to provide the required materials at requested locations in timely manners, the incumbent shall handle both local and foreign suppliers assigned by the superiors. He shall prepare studies, compactions and analysis of local and foreign suppliers to build a validated data base on competitive suppliers.
The key result areas expected for this job includes cost effective items as per required specification, timely completion of assigned tasks and conformance to safely regulations.
Procurement
‒ Develops and floats RFQs from the sites as per the project specification/inputs from the project management.
‒ Works within the establishment procedures, to achieve professional, ethical, reliable and cost effective total procurement services through market research, budget and estimating evaluations.
‒ Assists the procurement manger in the implementation of the procurement guidelines, polices & procedure.
‒ Develops and implements effective sourcing strategies for entire procurement department with final approval from the procurement manager.
‒ Propose enquires to the specified and non-specified vendors and manages to obtain quotations of time.
‒ Receives and evaluates bids as per stander evaluation criteria and negotiates payments terms and discounts with suppliers.
‒ Evaluates vendor’s proposals technically in compliance with project specifications.
‒ Prepares and issues purchase orders (POs), Request for Quotation (RQs), Request for Proposal (RFPs) and other related documents.
‒ Revises the quotations for the post tender clarifications received and provides price and technical inputs to generate official purchase order.
‒ Suggests suitable technical alternatives whenever possible in coordination with design & studies section and the Project Management.
‒ Evaluates the quotation agents the tender requirements such as capacity, quantity, specifications, deviations, etc. Prepares comparative analysis of all quantity and uses the optimum solution.
‒ Interviews suppliers representative regarding specifications, costs, inspections and similar problems relating to materials, parts and equipment.
‒ Maintains an update supplier’s database that consists of reliable and trustworthy sources.
‒ Ensures martials purchased are include with the project specifications and industry practice.
Supervisory Responsibilities
‒ Assigns tasks to buyers and derivers as per as requirements regarding material purchasing and delivery.
‒ Monitors and evaluates the performance of sub-ordinates and coordinates with HRD in effective performance appraisal.
Risk Management
‒ Identifies and assesses the various risks (such as unavailability of required resources, manpower capabilities, material handling etc.) within the section based on the company’s Risk Management Framework.
‒ Monitors identified risks and establishes effective controls and countermeasures to manage these risks.
‒ Provides Management with regular reports on the status of the identified risks.
