To lead, direct and manage the Recruitment and Manpower planning section. Ensuring effective manpower planning, talent acquisition from local and overseas market, on-boarding and optimum utilization of resources across multiple projects. Incumbent will also contribute for development and implementation of strategies, processes, policies and procedures and training & development interventions.
Recruitment & Mobilization:
• Workforce planning and ensure the mobilization of resources as per required schedule.
• Prepare recruitment strategies in line with the business strategy to meet the organizational requirement.
• Ensure compliance of approved recruitment strategies by the team and supports in achievement of set parameters, quality standards in the staffing process across the organization.
• Establish contracts with recruitment agents/head hunters and web portals for generating a wider pool of potential candidates.
• Monitor the entire recruitment process from local and overseas markets.
• Make manpower/deployment plans as per project requirements in line with concerned departments/functions.
• On Boarding, Site Deployment and Dovetail plans
• Maintaining Recruitment Dashboard
• Site deployment. Optimum utilization of the resources across various project sites.
Manpower Deployment:
• Ensure minimum idling by effective manpower planning & dovetailing plan.
• Supervise transfer of employees between projects and departments.
• Responsible for training of skilled craftsman as and when required.
• Facilitating manpower deployment on different respective project site.
• Responsible to hire rental resources from local market (if required) as per projects requirement
• Ensure that all the selected candidates are mobilized timely to ensure smooth running of the projects.
• Liaison with Site Management.
Policies, Processes & Procedures:
• Develop and assist GM HR & Admin in implementation of policies, procedures and controls covering all areas of the function so that all relevant procedural/legislative requirements are fulfilled.
• Ensure that all business operations of his function are in compliance with policies and procedures.
Budget:
• Assist GM HR & Admin in presentation & approval of annual HR budget to manage expenses.
• Identify the areas of improvement to minimize the operational cost of the department.
Organization Development:
• Define organization & departmental structure in line with company strategy to meet long term objective.
• Set annual objectives/ targets of all functional head and In-charges in consultation with GM HR & Admin in line with the CEO objective.
Performance Management:
• Develop & implementation of performance management strategy in consultation with GM HR & Admin in line with company policy.
• Supervise & guide performance appraisal process to ensure appraisal is aligned with company policy.
Training and Development:
• Identify and assess future and current training needs through TNA, career paths, annual performance appraisals and consultation with line managers.
• Design training and development programmes based on the needs of the organization and the individual.
