Role Purpose
The GIS Project Manager plays an integral role as a manager, mentor, and advocate for the GIS
team in the future of the
CLIENT Authority, including the execution of program management of GIS resources to maximize
team potential. The role requires communication, assessment, guidance, and facilitation of
training for staff. This position will provide interaction with stakeholders to support GIS function
and identification of services and solutions to strengthen stakeholder relationships and broaden
opportunities within the CLIENT.
BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills and Experience
5 years of experience in developing and managing GIS applications, preferably in Urban
planning, Cadastral, municipal affairs, real estate, or land development-related fields
Understands the organizational challenge of GIS and cadaster databases which in CLIENT
constellation implies priority management demonstrating strong judgment, problem-
solving, and decision-making abilities
Demonstrates experience establishing effective relationships with all stakeholders linked
to the geo-located database including guiding for receiving information and informing Urban Planning Authority Offices, CLIENT Authority, CLIENT and the general public
Experienced in procurement and contracting practices and principles
Proficient in English, Arabic is an advantage
Project Delivery and Technical Excellence
Proven leadership skills demonstrating strong judgment, problem-solving, and decision- making abilities
Ability to analyze problems and situations and to present appropriate facts and recommendations concisely in written and oral form.
Ability to establish and maintain effective working relationships with co-workers, system users, and the public.
Manage conflict, negotiate, and resolve employee relations issues and grievances
Experience mentoring and coaching others.
Proficiency in ESRI products (e.g. Esri ArcGIS suite of software such as ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, etc.).
Proficiency in the geospatial analytic functions and geospatial data.
Effective written and verbal communication.
Ability to influence without direct authority.
Ability to manage multiple priorities.
Outstanding listening abilities.
Excellent organizational, analytical, and planning skills.
Experience working in a team-oriented, collaborative environment.
Working knowledge of State and Local Government entities
Knowledge of procurement and contracting practices and principles
Experience in project estimating and proposal management/development
Familiarity with Saudi Arabia and/or Middle East cultures and governance systems
Qualifications
Master s degree in Geomatics Engineering, computer science, geography, or Geographic Information Systems.
PMP, PMI-ACP or PRINCE2 Certification
