Role Purpose
The Construction Permit Manager (Administration) is multifaceted and will serve to ensure the
smooth running of the CLIENT (Interim) Authority Planning Department.
As a specific function, the Land Use Permit Manager (Administration) role will manage the
administrative function of the Construction Permits, which includes document management,
process management with stakeholders, tracking applications and ensuring timely results are
delivered. Construction Permit (Administration)
Coordinating the application processes, documentation, stakeholder coordination.
Keeping the Registry and its dashboard updated.
Keeping the schedule of the workflow, timelines and products of the Land Use Secretariat updated; ensuring that the schedule is, and critical dates are met by all members of the Secretariat.
Providing administrative support for management reporting and data analysis from the Registry.
Supporting the transition to Authority as it relates to the land use permitting function,
and subsequently the development permitting function.
BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills and Experience
8 years of experience in business or public administration with a strong understanding of financial management
Public Administration or Agency senior management position experience desirable
Thorough understanding, development and implementation of diverse business processes, procedures, and strategies.
Strong experience in managing day-to-day business for complex departments with
multiple functions.
Strong digital and document administration and management skills
Presentation skills, presentation preparation and MS Office (Word, Excel PowerPoint)
Highly developed interpersonal and communication skills, a focus on efficiency, and enhanced multitasking abilities
Ability to adapt well to fast-paced environments with changing circumstances, direction, and strategy
Fluent in English, written and spoken, Arabic is an advantage
Ability to write and draft reports in various formats.
Qualifications
Bachelor s degree in business management or related field
MBA, MPA, Professional qualification (e. g. PMP) or equivalent is desirable
KEY ACCOUNTABILITIES & ACTIVITIES
The candidate for Business Manager and Land Use Permit Administrator will work across teams to:
Oversee the development of workflows, processes, and procedures for the defined functions of the role in relation to the Permits.
Ensure that all corporate policies, communications, and requirements are communicated within the department
Engage with CLIENT Authority and Shared Services functions as required with a focus on document control and applications management.
Ensure all administrative functions are fully aligned with Authority processes.
Design and manage the departmental business process documentation to provide visibility and
accountability for implementation in relation to permitting.
Ensure the documentation and administration of the Construction Permits process is carefully
maintained and efficient
Engage with key CLIENT stakeholders for reviewing and ensuring required quality
Support the transition to automation and platform-based administration with the GIS team
Enhance monitoring and coordination procedures for the systematic maintenance of the construction Permit process.
Have defined responsibility for outcomes of administrative processes and results led KPIs for construction Permits Risk Management
Identify internal business risks and propose corrective actions for mitigation.
Maintain a Risk Register for the Department
Manage the LUP process and identify gaps
