الوصف الوظيفي POSITION SUMMARY: The candidate will be working in the Project Delivery group, reporting to the Project Director, at the Jazan Integrated Gasification and Combined Cycle (IGCC) facility located in the Jazan Economic City (JEC) in the southwest portion of Kingdom of Saudi Arabia. Project Delivery coordinates with and supports all functions to achieve a common goal of safe, reliable, and efficient commissioning, start up, and operations of the IGCC facility. Project Delivery requires the execution of projects in a SIMOPS working environment within an operating plant, adjacent to units under construction and in some cases under commissioning and start up. JIGPC is Jazan Integrated Gasification & Power Company; a joint venture between Air Products, Air Products Qudra, ACWA Power, and Saudi Aramco established to acquire, commission, start up, and operate the IGCC gasification and power facility at Jazan Economic City. A ‘Design Notice’ is a contractually significant term (in terms of the acquisition process) with prescriptive time and prior knowledge limitations. The successful candidate will: * Manage a portfolio of investigations covering design deficiencies, construction quality issues, and facility integration issues that may impact JIGPC achieving efficient and predictable commissioning, start-up, and long-term reliable operations * Lead teams tasked with preparations of robust, logical, and comprehensive Design Notices, including issue identification and justifications meeting strict commercial and legal requirements * Serve as the Project Delivery focal point to Saudi Aramco for the submitted Design Notice and lead the collaboration and resolution efforts * Manage a portfolio of issue remediation planning, cost estimating, and execution, using a Stage Gate FEL (Front-End-Loading) process, converting deficiencies into approved projects to maintain Commissioning and Start-up schedule and plant performance requirements * Demonstrate knowledge of and familiarity with Saudi Aramco Engineering Standards, Procedures, Best Practices and Inspection Procedures (SAES, SAEP, SABP and SAIP) and Materials Systems Specifications (SAMSS) * Ensure adequate and effective communication within and across Project Delivery, internal stakeholders (e.g. Engineering, Operations, Supply Chain), and Saudi Aramco * Ensure technical and execution risks are identified and managed * Establish and maintain stakeholder relationships with Saudi Aramco and JIGPC Shareholders by reporting progress, identifying risks, and forming mitigation strategies to achieve success DIMENSIONS: Project/Design Notice Size:Multiple projects from $10K to $50MM USD The number of Direct Reports (approximate):Approx. 3 Direct (up to 5) Overall Supervision (approximate):Indirect Resource Management of 10+ Other Factors:Working and living remotely in an operating environment PRINCIPLE ACCOUNTABILITIES: * Maintain a safe work environment supporting corporate and organizational safety goals * All phases of Design Notice preparation, resolution with the Client, commercial agreement, and project development * Leveraging internal and external technical experts to justify positions and develop solutions into projects * Lead teams to develop scope, cost estimates, schedules, and strategies for funding approval and execution in operating plants * Own and ensure compliance of the detailed Design Notice processes and procedures * Owning and maintaining tools which feed metrics driving KPI’s associated with Project Delivery * Provide training to new employees, and any others requiring it on Design Notices * Ensuring the deliverables to the Client are professional in nature and meet strict quality requirements * Manage change on the project by assessing the impact, developing a resolution plan, and taking action to minimize impact JOB REQUIREMENTS AND EXPERIENCE: * Bachelor’s Degree in Civil, Mechanical, Chemical or Process Engineering * MBA desired, but not required * Minimum https://www.bayt.com/ar/saudi-arabia/jobs/project-manager-design-notice-team-manager-4488199/ |
