KEY ACCOUNTABILITIES
Tendering
· Studies and reviews thoroughly the Bid Package issued by Client
· Participates in Proposal Kick-off /Classification Meetings
· Develops technical and commercial proposal in accordance with project requirement, market scenario and commercial judgment.
· Conducts commercial and contractual negotiation with client
Planning
· Develops project execution schedule in tendering phase
· Assists project management team in developing project schedule during execution
· Supervises project planning and scheduling team.
Cost Control
· Assists project management team in implementing effective budget control
· Supervises project control engineers.
Policies, Systems, Processes & Procedures
· Manage and ensure effective implementation of policies, procedures and controls covering all areas of assigned sectional activity so that all relevant procedural/ legislative requirements, fulfilled while delivering a quality, cost-effective service.
Continuous Improvement
· Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
Reporting
· Ensure that all sectional reports are prepared timely and accurately and meet Zamil Offshore requirements, policies and quality standards.
JOB CONTEXT
· The challenges in this position are to make the proposal commercially competitive and to arrange resources during the project execution.
· The job holder is accountable to interface with clients
· Major responsibilities boil down into planning, estimation, client meeting and project site visit.
COMMUNICATIONS & WORKING RELATIONSHIPS
Internal:
• Regular interface with counterparts up to GM level at Marine Operations Division and Shipyard and deal with Zamil Steel and Zamil Architectural Industries.
External:
• Interactions with clients, Saudi Aramco, sub-contractors, local client companies and third-party suppliers for quotes and prices.
FRAMEWORKS, BOUNDARIES & DECISION MAKING AUTHORITY
· Works under the general direction of Planning Control Manager
· Has authority to decide on petty transactions for the Department
· Assist Project Manager in planning and scheduling
· No financial approval authority

QUALIFICATIONS, EXPERIENCE & SKILLS
Qualifications:
Minimum Qualifications:
• Education – Bachelor’s Degree in Related Engineering Discipline, PMI Certification.
Experience:
Minimum Experience:
· More than 15 years of experience preferably in offshore or oil & gas projects
· 10 years of supervisory experience in managing a team of engineer
Skills
Job-Specific Skills:
· Knowledge of Saudi Aramco Standards
· Resource loaded schedule in Primavera
· Knowledge on over-all market pricing
· Estimation
· Planning
Generic Skills:
· Effective Communication Skills in English. Knowledge in Arabic Language is an advantage
