The Company:
Our client is one of the largest urban design and civil infrastructure companies, helping the leaders of Saudi Arabia’s cities to better prioritize projects, plan ahead and provide for sustainable growth. They are currently seeking a Senior Manager for Geographic Information Systems (GIS).
Job Summary:
Provide direction and management for implementation of GIS and database systems for projects, combining social, economic and topographical data that is used for a variety of purposes, including healthcare, road traffic management, town planning, urban renewal, urban design, landscaping and market research - also managing property demarcation and disputes. The GIS Manager is responsible for the scope development, scope management and commercial performance of the project to meet project goals & objectives.
Key objectives of the GIS Integration Management sector are:
GIS Development
Manage the GIS Support Sector Group - CAD/Surveyors/GIS Analysts
Manage the website development
Work in tandem and integrate outputs from the Land Surveying Sector
Assist and support the Procurement Management Group when needed
Duties & Responsibilities:
Establish standard Application Programming Interface (API) and GIS system tools and recommend/deploy for implementation within the Clients & Stakeholders establishments
Conduct a diagnostic study of the Client’s current GIS system that is being deployed. Establish weaknesses, strengths, opportunities & recommendations - Output to be in the form of a Diagnostic Report
Update geographic data in accordance with the Clients info centre, spatial data for all projects
Produce fundamental GIS data specific to a project, in the form of base maps, control point network and map referencing points
Provide on-line access to fundamental GIS data where applicable to the project
Provide technical support to a project client, and to propose advice and recommendations for procedures or data exchange of spatial information
Propose schedules for production of fundamental GIS data, and propose coordinating actions
Work with other managers, project engineers and discipline heads of the company to develop new business opportunities, budgets, schedules and plans for various elements to a project
Monitor and report to management on the progress of all project activity, including significant milestones, and any conditions that might affect the project cost or schedule
Monitor the client’s staff resources for competence in GIS matters, providing training of key staff where applicable
Review a client’s working methods in specific departments e.g. town plannign and surveying, with respect to documenting, planning and implementing GIS data, proposing guidelines and standard to follow
Performs other responsibilities or duties associated with this position, as may be appropriate
Develop and Deploy ‘Automation’ system fro the GIS systems - including developing processes and procedures for deployment and use
Assist in the development of GIS Management component to be incorporated into the Program Execution Plan, Quality Control Plan and other documents
Supervising a team of staff including programmers, cartographers, data managers, analysts and support specialists
Managing budgets and project costs
Consulting clients to ascertain project purpose, needs and information required
Recruiting and training staff
Negotiating contracts
Managing the development of GIS software packages
Evaluating the functionality of systems
Purchasing new equipment to improve project efficiency
Keeping up to date with new technology
Making sure that projects keep to pre-determined deadlines
Investigating new GIS applications
Experience & Qualifications:
BSc. Degree in Engineering - Postgraduate GIS qualification is advantageous
A minimum of 10 years experience in Civil Engineering
Experience in KSA/MENA markets is highly recommended
Special Skills Required:
Excellent working knowledge of industry practises/safety/quality managmenet systems
Thorough knowledge of current technology must be able to select and apply appropriate engineering software for use on project
