Job Objective
Leading the Qatar Cool HSSE Section integrating with cross functional and multidiscipline teams, in driving towards an incident and injury free culture, and fulfil a role that meaningfully impacts the company’s success. Lead the delivery of Health, Safety, Security and Environment in a dynamic, evolving and challenging environment. Drive continued focus on a positive safety culture and “right first time” and “zero harm” ethos, whilst ensuring compliance to internal and external process and regulatory requirements.
Key Responsibilities and Accountabilities
Corporate Strategies:
Supports the development of business strategies related to HSSE, ESG, CSR and their deployment throughout the organization.
Management / Leadership:
Providing proactive leadership to all HSSE matters, through visible and felt leadership – demonstrating excellent visible commitment to Safety First values. leading the HSSE team, providing sound expertise and advise to all Qatar Cool management, employees, and contractors.
Develop and managing and leading the team of HSSE professionals in Qatar Cool directing their activities and coaching them to deliver company objectives, ensuring that all department team members are fully committed to a safety-first work attitude & culture and providing sound expertise and advise to all levels of Qatar Cool Management, Employees, and contractors, delivering an interdependent safety culture.
Provide support to all other Qatar Cool Departments in the development and improvement of their Systems, Processes and Procedures as to support the required achievement of strategic choices and business results.
Perform any other related duty as assigned by the Manager Business Excellence, in accordance with the provisions of the labor law.
Qatar Cools Framework of Excellence:
Designing, implementing, and administrating assigned HSSE related QCFE Systems such as System 10: Occupational Health Management System, Occupational Safety Management System, Security Management System, Environmental Management System and QCFE System 18 Emergency Management System.
Ensuring that the stated Management Systems are robustly designed and documented and effective through relevant communication and training, as to meet QC objectives, regulatory and legal requirements.
Ensuring that all QCFE System requirements are complied with and ensure delivery of all stated QCFE System objectives, including System Reviews and associated Verification and Measurements and self-audits are completed timely.
Ensure compliance is maintained within external certification including ISO45001, ISO 9001, ISO50001 and other legal or customer requirements as appropriate.
Supporting associated efforts with the Manager Business Excellence to ensure that QCFE related activities such as System Risks, V&M;, System Reviews are understood and complied with.
Conduct and participate in risk assessments, safety audits and provide recommendations for improvement.
Systems Approach to HSSE:
Fully supporting the adoption and improvement of the Qatar Cool Excellence Framework.
Ensure that all owned and administered Systems and procedures are kept current through quality and timely reviews and updates.
Designing effective and efficient HSSE related management systems and contributing to related QCFE Systems that have an impact on HSSE performance such as Work Management, Safe Systems of Work, Operational and Maintenance Procedures, Competence Assurance, Project Management, Change Management and Contractor Management.
Regulatory Compliance:
Responsible for liaising with Qatar Government Agencies and Ministries staying up to date with changes in relevant laws and regulations. Ensuring all relevant permits and documentation are always up to date.
Maintain a register of all HSSE related regulatory requirements, keeping abreast of all new or changed laws and regulations, ensuring that all related controls that are required to maintain regulatory compliance are defined, implemented and effective.
Liaison, support and lead all inspections from Ministries and AHJs in relation to HSSE, providing Management feedback on such visits and any notices / AHJ comments that must be addressed by Qatar Cool.
Coordinate amongst all relevant Departments timely submission of required applications and reporting as defined by AHJs.
Occupational Health:
Design, implementation, and continual improvement of the Occupational Health Management System.
Oversight of the occupational health service providers ensuring the needs to Qatar Cool are achieved, ensuring that suitable health campaigns are designed and undertaken each year.
Safety Management:
Safety Engagement & Communication:
Lead engagement activities with staff and contractors working with safety representatives across the company and undertaking HSSE meetings at regular intervals and that general updates are provided to the workforce through quarterly Newsletters and that the Qatar Cool Safety Culture is reviewed through climate surveys.
Oversee adequate HSSE training (inductions, lifesaving rules and safe working systems) are delivered, maintained, and fit for purpose while ensuring training programs are regularly updated to reflect changes in legislation, industry practices, and the organization’s needs.
Implement and maintain forums for engaging Qatar Cool staff and contractors in relation to HSSE subjects and matters, through the appointment of Safety Representatives and the undertaking of frequent Safety Meetings in all areas of Qatar Cool.
Safety Culture / Behavioral Safety:
Defining annual initiatives to improve the safety culture of Qatar Cool. Through Behavioral Safety programs (Safety Observations, Audits, and walkthroughs), proactively and positively coaching members of staff in all matters to achieve a desired safety culture and excellence in HSSE performance. Verifying perceived maturity of safety culture through the undertaking of safety culture climate surveys.
Review and facilitate closure of all raised Safety Observations, encourage, support, and recognize positive safety behavior within areas of responsibility. Ensure that all actions relating to HSSE, and Safety Observations are completed timely and are effective.
To steward the monthly Safety Steering Committee Meeting (Chaired by CEO) to review HSSE performance and to strategically make recommendations for improvement.
Safe Working Systems:
Ensure that HSSE Specialists, Engineers and Officers undertake work planning site walk downs as to appropriately identify all hazards that need to be accounted for in the work planning stages for all high-risk work and undertake frequent PTW audits at the required frequency based upon risk level.
Ensure that the Qatar Cool Life Saving rules are appropriately communicated and complied with.
Safety Competence:
Ensure that all persons working on any Qatar Cool facility hold a valid Qatar Cool Safety Passport and other specified qualifications as specified by Qatar Cool.
Contractor Safety:
Ensure that requirements for contractor pre-qualification in relation to HSSE are defined and assessed, and that all contractors are suitably trained and competent as per risk level and contract scope (QC HSSE Safety Passport).
Security Management:
Design, implementation, and continual improvement of the Security Management System.
Maintain a live security risk register and ensuring that all security contractors are fully trained and meeting the requirements of Qatar Cool Security Systems, and proactively monitoring the performance of the Security contracts.
Environmental Management:
Design, implementation, and continual improvement of the Environmental Management System.
Maintaining the company’s environmental impact risk register and ensuring full compliance with all Environmental regulations.
Oversee the training and awareness plan is delivered and implemented to all relevant staff of the environmental obligations and defined processes.
Drive local implementation of the global sustainability strategy in alignment with customer sustainability strategies.
Incident Management:
Fully support Qatar Cool’s Incident Management System and related processes.
Where required undertake investigations using the defined and approved methods for investigations and causal analysis independently, and completing detailed high-quality Investigation reports, ensuring incidents are not repeated and lessons are learnt.
Emergency Response:
Design, implementation, and continual improvement of the Emergency Response Management System based upon the emergency scenarios applicable to Qatar Cool districts, plants and assets with defined response plans that are fit for purpose, frequently drilled, and exercised as per the annual ER drill program.
Ensure that all relevant staff are full trained and competent to undertake their EM assigned roles.
Ensuring that lessons learnt are completed per EM / BC drill and that all relevant processes are updated to improve future performance.
Risk Management:
Fully support and apply the Qatar Cool Risk Management principles.
Ensure that issues are escalated as required to Heads of Departments, Operations Business Support Manager, Manager Business Excellence and SMT members.
Internal Audit / Assessment:
Fully support and participate in the Internal QMS Audits and QCFE Assessments as assigned, delivering audit / assessment findings and reports timely.

Qualifications:
Degree preferably technical bias with Nebosh Diploma Occupational Safety and Health or other graduate / post graduate HSSE qualification, with professional membership of IOSH or OSHA
Experience:
Minimum 15 years of relevant experience, covering the following areas of expertise:
Experience in the design, implementation, and continual improvement of Safety Management Systems.
Previous exposure to high-risk industries such as Oil and Gas or other highly regulated industries.
Knowledge:
Expert Knowledge of national and international HSSE regulations, Management Systems, Standards, and norms such as IS014001 & ISO45001.
Mastery / Expert knowledge of safe working practices and specific Health and Safety Guidelines such as HSG’s 48, 51, 53, 57, 61, 65, 71, 85, 97, 107, 191, 250, 255 & 274.
Mastery / Expert knowledge of Causal Analysis methodologies, including Apollo RCA, 8D, 5 Whys, Tap Root and What If Analysis.
Risk Management principles (hierarchy of elimination) and including FMECAs and HAZOP Analysis.
Exceptional communication skills, fluency in English (oral and written) with Arabic (oral and written) being highly advantageous.

Excellent Problem-Solving Skills, the role requires the individual to solve highly complex problems.
High ability to train others (all departments) and develop team members and excellent people / inter-personal / team management skills.
Proven track record within HSSE department of a similar sized organization.
Advanced computer and analytical skills.
Ability to use PowerBI to implement efficient reporting of HSSE performance and analytical activities.
