To manage and coordinate activities in relation to investigating accidents and incidents during the the operation of the infrastructure of the Company.
Directs establishment of plans and procedures, regulations for accident and incident investigation.
Meets the Key Performance Indicators and Department objectives agreed with the Senior Director QSHESE.
Representing the company on accident and incident investigation matters internally and externally
Safety
This is a Key Safety Management Position
Lead company’s investigations on type A accidents with support from systems / civil experts within Project Delivery, by:
Co-ordinating a team to respond to an incident
keeping constantly updated the Senior Director QSHESE with regard to the on-going investigations
coordinating the gathering and recording evidence to build a picture of what happened
piecing together events that led to an accident
managing the different stages of an investigation
reviewing and approving accident reports
making safety recommendations to regulators and the industry
acting as an expert witness at inquests and official inquiries.
Supervise the Service Provider’s investigations of type B and C occurrences as required.
Produce and maintain an accident/incident monitoring system.
Ensure that lessons are learnt from incidents/accidents and recommend preventive measures to avoid similar occurrences.
Report to Ministry of Transport and Communications (MoTC) occurrence of accident/incidents within the timeframe required.
Main interface for any externally led investigations into serious accidents.
Operational
Liaises and interfaces with MoTC in all matters regarding accident and incident investigation.
Contributes to drafting of company’s Law with regard to accident and incident investigation in close cooperation with MoTC and GCC stakeholders (Long Distance).
Ensures all processes and interfaces with the Railway Regulator are in place with regard to accident and incident investigation.
Directs in the matters of drafting the sections on roles, responsibilities and authority for the Accident Investigation Unit
Takes full responsibility with regard to provision of expert support to Senior Directors and Managing Director on Accident Investigation matters.
Develops and recommends best industry practices with regard to accident and incident investigation.
Planning and managing accident and incident investigation resources for undertaking accident investigations and for the supervision of the investigations of the Service Provider.
Complies with all Company Management System (CMS) policies, plans and procedures.
Performs and carry out other duties as requested by the Senior Director QSHESE.
People
Supports Company to set up adequate organisations, train the future staff and enable the Company to carry out the duties of Accident Investigation.
Provides effective leadership in the accident and incident investigation process for the Metro, the Light Rail and the Long Distance projects and ensures close cooperation between all stakeholders to achieve an effective and smooth resolution of the underlying safety concerns.
Directing the Accident Investigation Unit in all matters relating to the investigation and supervision of accidents and incidents on company’s network.
المهارات
Education:
Bachelor degree in Engineering
Experience:
Minimum 10 years’ experience in Railway Accident Investigation, extensive experience managing and undertaking investigations of railway accidents and incidents.
Proven record of writing and reviewing for approval railway accident investigation reports, as well as interfacing with the railway regulators on accident investigation matters.
Experience of building relationships with, and influencing a range of people at all levels within and outside the organisation
Professional Training:
Formal qualification in “railway accident investigation” is required from an internationally recognised supplier.
Skills:
Must be politically incisive in communicating effectively with government agencies, board members, contractors and staff.
Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies.
Excellent analytical reasoning ability and capable of making decisions on complex matters.
Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets.
Must be a skilled manager in communicating, motivating and developing staff.
