الوصف الوظيفي To take overall responsibility for ensuring primary materials and other major components needed for the construction of infrastructure and building programs are available to the correct quality specifications and to the volumes needed, to match the delivery schedules for the programs of work. This encompasses hundreds of projects spread across four delivery departments within this Directorate المهارات A minimum of 10 years’ experience at a senior level with the management and coordination of materials, major components and the supply chain for very large scale infrastructure or building projects or programs of works. A successful track record of developing good relationships and networks within the organisation and with external agencies, and to be able to present as someone who has significant personal authority and competence. Must have excellent skills in the analysis of data, preparing reports, drafting letters, and making presentations to senior management and senior representatives of stakeholder organisations Key Responsibilites : To coordinate with the departments in estimating the future demand for the major primary materials and other major components required for the projects and programs, aggregated across Project Affairs. Some of the key primary materials are: Gabbro, bitumen, sand, fill material, steel, Polymer Modified Bitumen, asphalt, concrete, pipes, electrical cable of various voltages. Some of the major components include: steel beam guardrail, lighting poles and lighting assemblies, and street furniture. To coordinate with the major suppliers and distributors to determine the capacity of the supplying industries, ports, storage facilities, haulage firms, shipping firms, distribution networks, set down areas, and the road network to respond to project needs. Where there is a forecast of insufficient supply capacity, to actively take action in a timely way so as to avoid any disruption with the supply so as avoid any impact to the projects. To coordinate across the projects, programs and departments to balance and redistribute any surpluses with any shortages. This is particularly the case with fill material. This is not limited to just within Ashghal, other major programs of work within Qatar should also be in consideration. To coordinate projects, programs and departments regarding project and program set down areas to ensure sufficient land is available to match the project schedules and allocate the land in an efficient way. By taking an overview across the portfolio and knowing the demand forecasts and the supply chain, to identify and implement strategies that ensures on time delivery and also provides economies to the client. To assess and document the reliability of the key suppliers in the timely delivery of materials and components and the consistency of the quality of what is supplied. Where there is an issue with the timely delivery or quality with any supplier or supply chain, to act to preserve Athe cleint interests to avoid disruption to the delivery or quality of the projects. To represent the cleint with stakeholders and other government ministries on material logistics matters Qualification and Criteria : University degree from a recognised university in an appropriate field, this may include but is not limited to: logistics, supply chain management, civil engineering, project or program management. Must have excellent communication skills in English, written and spoken. Driver’s license Desirable Requirements Highly desirable to have Arabic language skills. Highly desirable to have experience in a similar role in Qatar or the Gulf region.
