•Must have a bachelor’s and/or master’s degree in Information Technology or Computer Science or other relevant majors from a reputable university
•Possess a minimum of 12 years of full-time work experience in IT projects, architecture, or business planning management areas and/or related functions (such as IT Quality and Performance Management)
•In charge of the IT strategic support functions within the area of Business Planning, Enterprise Architecture Planning, Programme & Projects, and Financial Management for the IT Department, providing line management, leadership, and strategic direction for the function and liaising closely with other heads
•Provide leadership and strategic direction for the function, ranging from planning and budgeting to people and process improvement activities aligning with corporate strategy and business processes
•Provide leadership and strategic direction ensuring sufficient IT manpower resources’ competency within the area of IT Project Management, Enterprise Architecture, Financial management as well as other IT functions
•Liaison with and offers strategic direction to related management functions (such as Business Support, Risk Management, IT, HR, Finance, Compliance, Corporate Planning, Operations, and Supply) plus senior and middle managers throughout the organization as necessary, on IT strategic matters such as IT objectives, initiatives, financials, manpower management, Qatarization / national development program, projects, and enterprise architecture planning
•Oversee the IT financial planning activities in managing the IT investment by implementing decision-making process, prioritization, and resource allocation for operations, projects and maintenance to maximize IT contribution for optimizing the return of corporate IT investment programs.
•Oversee the IT financial planning activities in managing the IT budget and costs by implementing practices to prepare a budget reflecting the priorities established by the corporate and including the ongoing costs of operating and maintaining the IT infrastructure, as well as implementing the cost management process in order to provide effective cost monitoring and reporting, identifying the deviation, and impact assessment
•Oversee the IT enterprise architecture activities that include but not limited to defining the Information Architecture model, establish technological direction planning process, technology infrastructure plan, and Business-IT alignment processes.
•Establish necessary channels of communications with Business (e.g. IT Steering Committee) to promote partnership for projects, policies and related initiatives.
•Oversee IT project management activities which include but not limited to, portfolio management, project management systems, practice, guidelines, risk management, methodology, , and stewardship of projects
•Leads or commissions the preparation and authorizes the implementation of necessary policies, standards, procedures and guidelines related to IT
•Maintain IT Project management methodology and associated tools throughout the organization
•Hands-on team leadership and management experience, ideally coupled with suitable management qualifications such as an MBA
•Certification in Project Management or related field is an added advantage (PMI/PMP, Prince-2) with possess experience to known standards / practices / framework such as ISO/IEC 27000, ISACA/COBIT, ITIL etc.
