The organization
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political, and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads an average of 190 projects per year in the following sectors of intervention: food security, health, nutrition, infrastructure, WASH, and economic recovery. PUI is providing assistance to 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France in 2017.
PUI is starting operations in Libya with a health intervention in Benghazi to improve access to quality healthcare for individuals affected by the ongoing conflict in Benghazi and its surroundings. The Mission is currently organised with a Coordination Office in Tunis with overall authority for the mission under the Head of Mission. The Operations Office in Benghazi is overseen by the DHoM with some delegated authority. Regular monitoring visits by the Coordination Office to the field office(s) in Libya will take place until Coordination can be based in Libya.
Job Description
Overall purpose
Under the authority of the Head of Mission, the Deputy Head of Mission represents PUI to local authorities and stakeholders and supports the implementation of PUI assistance to beneficiary populations.
Responsibilities and scope of duties
The Deputy Head of Mission is responsible for
· Creating an organisational culture of transparency, openness, and positivity among PUI staff in Libya
· Representing the mission towards authorities and stakeholders in Libya to earn their support for PUI activities
· Overseeing Project, Finance, Admin, and Logistics activities for the smooth operation of humanitarian assistance
· Ensuring that the operations and programmes of the mission meet or exceed the laws of Libya, Core Humanitarian Standards, and PUI guidelines, protocols, and procedures
Specific goals and related activities
1. SAFETY AND SECURITY OVERSIGHT
· Oversees the proper implementation of the PUI Libya Safety and Security Framework by PUI employees to protect staff, beneficiaries, stakeholders, and PUI resources under PUI’s Duty of Care
2. REPRESENTATION AND VISIBILITY OF PUI
· Represents PUI with local authorities and other stakeholders, especially the Ministry of Health, leaders in the areas of intervention, and any other relevant parties.
· Follows-up monitoring missions and operational oversight from authorities to ensure action plans are prepared and followed for compliance with regulations, technical standards, etc.
· Ensures internal and external reports are submitted in timely manner (LibAid, BICC, CCS, etc.) after validation by the HoM and relevant Coordinators
· Contributes actively to coordination efforts on behalf of PUI to ensures the visibility of PUI and the promotion of quality assistance by all actors
· Oversees stakeholder mapping and analysis to define PUI’s role in the provision of assistance to beneficiaries
3. COUNTRY STRATEGY SUPPORT
· Ensures staff and systems are continually analyzing the evolving humanitarian context inside Libya to identify and response to needs in a timely manner
· Proposes new assessments and interventions as appropriate to the context and PUI’s mandate and capacity
· Participates in the definition of the country strategy, project strategies, and action plans
· Follows up of the implementation of activities in support of the Country Strategy (reports, field assessments, etc.)
4. PROJECT AND SUPPORT SERVICES FACILITATION
· Leads coordination meetings between project and support departments to facilitate the efficient implementation of assistance
· Creates a culture of collaboration and team work between the different departments and projects of the mission and serves as a positive example of collaboration among staff.
· Supports the Finance / Administration Coordinator and Finance / Administration Manager to define and apply HR and Administration policies and procedures
· Supports Finance / Administration Coordinator and Finance / Administration Manager in the application of PUI finance policies and procedures, including financial planning and budget follow-up
· Supports the Logistics Coordinator and Logistics Manager in the application of PUI logistics policies and procedures (procurement, warehousing, asset management, etc.).
· Supports the Medical Coordinator and Project Manager in ensuring the quality implementation of project activities in a timely manner, including:
· Achievement of the project against grant agreements, international and national standards, and best practices for humanitarian intervention;
· Early communication and action on challenges and delays to implementation
· Facilitation of access and operating environment to ensure the most vulnerable are reached and assisted
· Supports PUI staff in the creation of positive working relationships focused on the effective implementation of assistance for beneficiaries
· Holds him/her self and PUI staff accountable for compliance with legal and regulatory requirements, PUI policies and procedures, and Core Humanitarian Standards;
· Reports any suspected non-compliance to the HoM and Coordinators and facilitates the actions taken to address these.
5. REPORTING AND CONTEXT ANALYSIS SUPPORT
· Contributes to the Monthly Mission Report, including coordinating contributions from staff if needed
· Reviews and validates field reporting if needed
· Participates in the proposal development process

Required Profile
Required knowledge and skills
EDUCATION / TRAINING
Public or Business Administration, and / or Project Management (Required); MPA/MBA (desirable)
PROFESSIONAL EXPERIENCE
5+ years of experience in a similar position (NGOs/private companies), with a focus on government / external relations and teambuilding (required); Related experience with NGOs (desirable)
KNOWLEDGE AND SKILLS
Excellent verbal communication skills; Demonstrated experience in team building and support to staff; Good writing skills; Good analytical skills
