Responsible for being the Company’s representative, who is responsible for managing and protecting the company’s interests in all phases of the vessel’s operations.
Policies & Processes
Implementthe Policies & Processes for the assigned Function in line with Joan Al Kuwait standards and other applicable laws and regulations and ensure proper implementation of the same by the assigned staff.
Roles & Responsibilities
Take appropriate actions in line with the Company’s Safety Management System in relation to the passengers, crewmembers, safety of the vessel, the environment and the transported cargo.
Monitor all aspects of the vessel’s operation, at all times, in the harbor and underway, extended to all matters of vessel safety, handling, navigation, and operations.
Ensure that safety and pollution prevention is the main criteria when taking any decisions in case there is a conflict between commercial and environmental interests.
Always ensure the safety of the passengers and the crewmembers while on the vessel.
Ensure the safety of the cargo and the systems/equipment that are onboard the vessel.
Report any deficiencies that might occur while onboard the vessel and report the same along with recommendations to the Designated Person Ashore (DPA) whenever necessary.
Train and motivate crewmembers in the execution of all their tasks relating to the operation of the vessel and to ensure the proper implementation and compliance of the Company policies.
Conduct safety drills in coordination with the Safety Department.
Investigate and analyze injuries, accidents, and other safety and pollution-related incidents; and propose rectification action in order to avoid recurrence and discuss any incidents during safety meetings.
Conduct onboard risk assessments in cooperation with the Chief Engineer.
Work towards developing and sustaining a high level of safety culture and safety consciousness amongst the crewmembers.
Maintain and document a record of every accident, near misses, and unsafe acts.
Ensure that all necessary tasks are undertaken before preparing to sail on any voyage, including the Vessel’s Seaworthiness, the availability of all necessary current charts, that the navigation passage plan has been prepared and reviewed, and the condition of all equipment on the vessel.
Manage the vessel’s navigation in accordance with the Company’s Safety Management System, ensuring the safe vessel navigation along different weather conditions, and the act of approaching, entering and leaving the harbor.
Notify the company of any situation which considered to be a risk to the safety of the passengers, crewmembers, the vessel, and its cargo, or to the environment and take appropriate action.
Ensure that the vessel is maintained in accordance with the Company’s Plan Maintenance System, and that any defects that might arise are repaired accordingly, in coordination with the Chief Engineer.
Carry out inspections to the vessel’s compartments in accordance with the Company’s Safety Management System.
Carry out inspections of the vessel’s records, to verify that the records are maintained in accordance with the Company’s Safety Management System and relevant requirements.
Review the Company’s Safety Management System and address any deficiencies and improvements to the Designated Person Ashore (DPA).
Perform ad-hoc and other duties related to the job as assigned by the Direct Manager.
People Management
Manage subordinates’ attendance and leaves to ensure complying with Joan Al Kuwait attendance policy, as well as ensuring the availability of proper replacement during subordinates’ leaves.
Conduct annual performance appraisal for subordinates and recommend salary increments and promotions accordingly.
Identify the training needs of employees and ensure training & development initiatives are successfully delivered and provide feedback to the Direct Manager.
Identify the manpower requirements for the assigned Function and coordinate with the HR Function regarding the recruitment activities to ensure hiring a highly professional and knowledgeable workforce.
Reports
Prepare reports covering the main activities performed by the Function on a regular basis and submit the same to the Direct Manager.
المهارات
Bachelor’s Degree from a Marine Academy or related field as well as the following required certifications:
Minimum of (8 – 12) years of experience in the same or related field.
