General Summary:
Act as lead for estimation & Tendering division for the development, performance and maintenance of tender process activities of the organization to obtain maximum efficiency, quality, service and profitability for the organization.
TYPICAL WORK ACTIVITIES:
Ensures that project/department milestones/goals are met and adhering to approved budgets.
Identifying qualified subcontractors; negotiating price. Monitor and ensure bid format meet the clients standards.
Resolves cost discrepancies by collecting and analyzing information.
Solicits supplier bids and proposals for labor, material and equipment and evaluates proposals to ensure they meet project specifications and budget requirement.
Prepare rationale statements (estimate basis/ confidence package) to support the estimate, identifying areas of weakness and or areas of risk.
Benchmark estimates by carrying out validation and verification using high level norms and by comparing with previous estimates, outcome costs and vendor prices.
Analyze and evaluate tender documents from a technical point of view in order to identify risk factors, ensuring that technical terms comply with the relevant standards and coordinates with Dept. Heads, CEO for the overall risk assessment and bid decision.
Evaluate Customer request for Tender/Bid/Quotation documents.
Accountable for estimating MEP Tender Projects.
Perform evaluation of bids and provide the pricing in a timely manner.
Conceptualize layouts for the project and review all estimates before submission.
Closely monitor the results of the tenders and update them in the tender register.
Ensure that the specifications and drawings were received and clarifications on unclear issues are being issued to Client/Consultant.
Responsible for providing all the scope definitions which complies with the specifications and site requirements.
Responsible for Design/ Re-design of all MEP services in benefit of saving the cost and issue complying and alternative commercial offers.
Responsible of creating project budget and management reserves.
Responsible for training, improving QS and Estimators.
Revise estimates and implement required changes.
Monitor and ensure bid format meet clients standards.
Review, provide feedback and evaluate performance of Estimators and Sr. Estimators.
Manage and develop staff ensuring a positive employment culture, effective training strategies and high retention levels.

QUALIFICATIONS & COMPETENCIES
Bachelor Degree in Electrical /Mechanical engineering from recognized institute.
Experience with minimum 15 +years of experience in similar roles in MEP industry.
Strong interpersonal skills, ability to communicate and interact positively at all levels of the organization.
Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
High level of integrity and dependability with a strong sense of urgency and results-orientation.
Should be able to excellently follow through the objectives and vision of the Company’s business.
Excellent command in English & Arabic.
