Job Description and Qualifications
This is a Contract position, based at the NEOM Green Hydrogen Project Site location, working an 8 x 2 weeks rotational assignment. The project is being executed by Air Products NEOM Green Hydrogen Project execution team and is expected to last approximately 40 months.
The incumbent will support the Project in the implementation of the Project Land Transportation Safety Strategy. Candidate is responsible for managing and supporting the implementation of any Land Transportation & Road Safety related EH&S;requirements as defined in the project EH&S;plans & procedures, including all AIR PRODUCTS and Contractor team members as well as Service Provider activities (e.g., for material and equipment transports).
Transportation safety is considered as a major risk for the Project, and it is AIR PRODUCTS objective to achieve highest standards and performance levels during the execution of all project related activities, on and off site. The incumbent will work closely with the respective Project Elements EH&S;Managers and will report directly to Project EH&S;Director.
The incumbent is expected to have detailed knowledge of EH&S;requirements and best practices related to transportation and road safety and extensive work experience in this area.
This is a managerial level position, and a candidate is expected to be able to perform and deliver with minimum or no supervision.
III, NATURE AND SCOPE
Description: NEOM Green Hydrogen Project consists of 3 elements: Power, Green Hydrogen Processing Facility, and Hydrogen Innovation and Development Centre
Project Location: NEOM Green Hydrogen, Northwest of the Kingdom of Saudi Arabia, near Duba town.
IV. DIMENSIONS:
Client: Neom Green Hydrogen Company (NGHC), a joint venture of AIR PRODUCTS, ACWA and NEOM
Project Duration: Approx. 48 months
Number of individuals working on site: 11-12 000 (at the peak)
V. PRINCIPAL ACCOUNTABILITIES
This position is accountable for the following end results:
Drive the full implementation of the project Land Transportation Safety Strategy and Elements Journey Management Procedures
Manage the implementation of required trainings, audit the process, provide analysis and propose changes
Ensure management of journey management process is effective and meets project requirements
Audit fleet management process, provide analysis and reports and propose improvements
Establish a program of inspections and audits in accountable area
Ensure project requirements related to In-Vehicle-Monitoring-System (IVMS) are adhere to. Analise the reports, identify trends, propose corrective actions
Evaluate Defensive and Desert Driving training provisions, analyse, and provide feedback for improvement
Lead and support road traffic incident investigations, develop reports for leadership, and propose effective corrective actions
Work closely with elements EH&S;Managers and Security Manager for a coordinated approach
Oversee contractors’ transportation and road safety implementation of the Project Land Transportation Safety Strategy and Journey Management Plans
Manage and advice the team of elements Road Safety Officers
Manage, advice and guide the teams of contractors’ transportation and road safety personnel
Drive the feedback process from drivers by managing driver’s forums, ensuring there is a process for addressing drivers’ grievances and suggestions. Work closely with Fleet/Transportation Managers in regards to corrective actions, follow-ups, etc.
Ensure road transportation lessons learned process is adequate and managed properly

VI. MINIMUM REQUIREMENTS AND QUALIFICATIONS
University degree in Land Transportation, Occupational Health and Safety or similar qualification
At least 15 years of experience on international mega-projects in EPC contractor role
Minimum of 7 years in management/lead position in transportation safety
National Safety Council certified Defensive Driving trainer is a great plus
Desert Driving trainer a great plus
An advanced root cause analysis leader (Sologic RCA, Tap Root, or similar)
NEBOSH International General Certificate or equivalent
Fluent spoken and written English. Proven experience in writing a complex technical and incident investigation reports in English
Demonstrated ability and experience to prepare project EH&S;documents (policies, plans and procedures)
Good team player, good communicator and presenter
Ability to work in a multifaceted / multinational organizational matrix with a variety of working relationships
Willingness to travel and be based in remote location
Advantages:

Possess driving license
