Provide effective, clear communication and consistent leadership and guidance to all department staff following the administrative policies and philosophy established by the Senior Management Team, American Hospital Dubai and the Cardiopulmonary Department and Home Healthcare Services.
Perform, implement to staffs and maintains the following administrative duties and responsibilities that includes,
Implements the established scope of service and monitors the flow and processes of patient care for all cardiopulmonary services and home healthcare services.
Maintains the staffing requirement, evaluates recruitment and conduct interviews for staff replacement.
Evaluates and monitor the staffing productivity, review staff performance and clinical skills, staff safety and career development.
Evaluates and monitor the equipment requirements, equipment safety, equipment efficiency and reliability and preventive maintenance.
Evaluates and monitor clinical environment safety, environment maintenance and repair requirement.
Reviews the fiscal budget requirements, monitor staffing efficiency, medical equipment, medical supplies utilization and facilitate revenue growth.
Attends to the administrative meetings and participates to the hospital projects initiatives requiring improvement and development.
Provides administrative to Senior Management, clinical and technical support to all hospital physicians, community physicians and other multidisciplinary team members.
Implements excellent customer service requirement for patient care and monitor the daily and/or monthly customer service feedback report.
Prepares monthly department productivity report for review of the Chief Executive Officer (CEO), the Director of Heart Center & Vascular Center and Cardiopulmonary Department, the Director of Critical Care Services, the Director of Pulmonary and Sleep Medicine Services and the Chief Medical Officer (CMO).
Conducts monthly department meetings to all staff, discusses to resolve current issues and concerns and to review current hospital updates and requirements.
Provides consistent clinical leadership and guidance on evidence based clinical practice to all department clinical staff following the established by the hospital and the department clinical policies and procedures, the Department of Health Authority (DHA) and Joint Commission International Accreditation (JCIA) standards.
Perform, implement to staffs and maintains the following clinical duties and responsibilities that includes,
Evaluates and monitor the safety, quality standards and the evidenced based practice requirements for patient care.
Review, updates and monitor the department clinical policy and procedure requirements based on evidence based clinical practice and qualified clinical references.
Evaluates and monitor the clinical skills, competency requirements and standard practices of all department clinical staff.
Provides clinical education and in-services to all department clinical staff, patient and patient relatives and other hospital medical staff.
Performs independently the following cardiology diagnostic test that includes,
Electrocardiography (ECG - Short Rhythm)
Electrocardiography (ECG - Long Rhythm)
Reviews and evaluates the quality of the preliminary ECG tracing and submits the preliminary ECG copy to the ordering physician for review and evaluation and to the Cardiology Consultant for review, evaluation and final test resulting.
Monitors and evaluates department staff compliance with the patient assessment requirement before, during and after the procedure and performance of delivering the prescribed respiratory care services.
Assesses the patient before the procedure and performs the prescribed respiratory care services, observes the patient during the procedure and re-assess the patient after the test procedure.
Performs independently the following Respiratory Care Services that includes,
Oxygen Therapy (Low Flow Oxygen Delivery System)
Oxygen Therapy (High Flow Oxygen Delivery System)
Oxygen Therapy (Heated High Flow Nasal Cannula System)
Aerosol Therapy (Heated or Non Heated Oxygen Delivery System)
Aerosol Drug Administration using the Small Volume Nebulizer (SVN-with Bronchodilators and Corticosteroids)
Aerosol Drug Administration using the Small Volume Nebulizer (SVN-with Antibiotics, Mucolytics, Hypertonic and Normal Saline Solution)
Aerosol Drug Administration using the Metered Dose Inhaler (MDI - with Bronchodilators and Corticosteroids.
Respiratory Medications Monitoring and Inventory
Bronchial Hygiene (Sputum Induction and Collection)
Bronchial Hygiene (Directive Cough Assist, Deep Breathing Exercises)
Bronchial Hygiene (Tracheal Suctioning – Oral – Nasopharyngeal)
Chest Physiotherapy and Postural Drainage (with portable percussor)
Chest Physiotherapy and Postural Drainage (with vest percussor)
Incentive Spirometry
Simple Bedside Spirometry
Simple Bedside Spirometry pre and post with bronchodilator
Peak Expiratory Flow Measurement
Forced Vital Capacity Measurement
Blood Gas Sampling and Analysis and interpretation (arterial – venous – capillary and fetal)
Blood Gas Sampling and Analysis and interpretation (Electrolytes, Lactate and/or Billirubin)
Arterial Line blood sampling, monitoring and maintenance.Tracheal Intubation Assist (Elective, Emergency and/or Code Blue)
Tracheal Tube Removal and/or Assist (Post Weaning Procedure)
Non-Invasive Mechanical Ventilator Management ((NCPAP and/or BIPAP initial Set-up and subsequent monitoring)
Invasive Mechanical Ventilator Management (Initial Set-up, subsequent patient-ventilator monitoring checks and patient transport)
Exercise Pulse Oximetry Monitoring
Continuous Nocturnal Pulse Oximetry Monitoring
Emergency Response and/or Assistance (Code Blue, Code Green)
Critical patient transport assistance inside or outside the hospital.
Respiratory home care services
Attend respiratory services inquiries
Clinical education and in-services to patients (Patient planned for discharge and requiring respiratory care procedures, respiratory treatments and respiratory medical equipment set-up and preventive maintenance.
Performs patient care assessment before, during and after the procedure on the proper administration of prescribed respiratory treatment with respiratory medications required during PFT and monitor the therapeutic or adverse effects of the medications administered.
Assesses the patient before the procedure and administers the prescribed respiratory treatment with the respiratory medications that is required during PFT and re-assesses the
· Assesses the patient before the procedure and performs the prescribed Polysomnography (PSG) Studies and observes the patient and re-assesses the patient after the test procedure.
Performs independently the following basic Polysomnography (PSG) Studies that includes,
Home Sleep Screen Monitoring
Home Sleep Screen preliminary report scoring.
Reviews and evaluates the quality of the PSG preliminary recording and submits a preliminary scored report to the Pulmonary and/or Sleep Medicine Consultant for evaluation and final resulting.

QUALIFICATIONS:
A graduate of two (2) years or four (4) years degree or equivalent in Respiratory Care Program or an Allied Health Program and who holds a professional license from a country point of recruitment is required.
A clinical certificate or diploma in Respiratory Care Program, Allied Health Program and additional experience and training in cardiopulmonary diagnostic testing that includes, Electrocardiography (ECG), basic Pulmonary Function Testing (PFT), and basic Polysomnography (PSG) Studies is required.
A clinical and practical competency record of respiratory care performed and any of the above basic cardiopulmonary, neurology diagnostic test procedures and basic polysomnography studies is required.
Current Basic Life Support and Advance Cardiac Life Support (ACLS) certifications are required.
PROFESSIONAL EXPERIENCE:
Minimum of ten (10) years clinical experience as a Respiratory Care Practitioner and/or as a Respiratory Therapist and/or any other background in Allied Health Profession.
Minimum of five to ten (5 - 10) years as an Administrative/Clinical Manager and/or Clinical Supervisor is required and along with clinical background to perform basic cardiopulmonary diagnostic procedures is required and basic polysomnography studies is preferred.
Minimum of ten (10) years patient care experience working in the neonatal, paediatric and adult critical care units is preferred.
