Duties and Responsibilities:
Develop operations plans by setting numeric goals and key initiatives to achieve these goals based on current and expected performance within specifications.
Manage to provide operations services which may include but are not limited to operation control centre, stations, trains, security, and depot.
Prepare and review operational reports and schedules to ensure accuracy and efficiency.
Oversee the operations through supervision of leadership staff and efficiently use all resources available toward the achievement of RTA foundation’s philosophy, mission, strategy, and its long & short terms goals and objectives.
Review permanent way plans and insure that the infrastructure provided meets the operational requirements.
Monitor and control the movement of train and field activities.
Manage operation train work schedule, and the power supply to the trains.
Manage disruptions and failures in stations.
Supervise all transportation operation policy, planning rules and procedures.
Monitor Non-performance and take the necessary actions accordingly.
Manage the manpower for the control centre, trains and stations.
Responsible for managing the OCC to ensure efficient service of express and transit trains according to the timetable and also act accordingly during degraded / emergency operations.
Take responsibility for the safety and integrity of the complete operating system.
Administer and maintain the traffic management system and the SCADA system.
Ensure all equipment in the control centre is serviceable.
Activate Emergency Response Plan ERP during emergency and develop operating procedures for the emerging railways.
Manage and participate in many Events representing RTA Rail Agency in order to promote for Dubai Metro and increase the ridership.
Identify and manage all risks ensuring review and sufficient control and mitigation is provided for operational activates and proposed changes.
Manage the implementation of RSEMS and departmental Agency Safety and Environmental Management System (ASEMS),
Ensure staff is equipped with relevant safety competencies and training to fulfil their role.
Review the production and sign off of operational HSQE operational plans of the operator.
Manage sections audit/inspection regime including high risk safety activities.
Comply with the RTA’s quality standards and requirements.
Comply with the RTA policy in respect to the Shareholders, Customer, Suppliers, Employees, and to carry out duties and responsibilities as per RTA Code of Ethics.
Ensure all the environmental aspects in the area of responsibility are identified and actions are taken to ensure compliance with the HSE standards.
Promptly report all accidents and/or potential hazards.
In coordination with the Maintenance & Services Department define operating limits for assets.
Ensure that the operators are trained to utilize the assets in a safe and efficient manner.
Support the delivery of fault response.
Perform other responsibilities associated with this position when appropriate.
المهارات
Qualifications:
Bachelor in Mechanical or Electrical Engineering from a recognized university.
7 years of working experience in rail industry.
Have excellent knowledge of the techniques used in S&T;Systems, Train Systems, Track Systems, and Power & ME Systems and the current best practices in the maintenance field.
Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes.
Computer-literate performer with extensive software proficiency covering wide variety of applications.
Exceptional listener and communicator who effectively conveys information verbally and in writing.
