Job Description:
The Sr. Project Manager (Applications) shall oversees assigned application and systems development projects of moderate to high complexity. The candidate will be responsible for managing the implementation and roll-out of the Applications segment ensuring it is scoped & launched within the agreed programme timelines, baselined costs and in conjunction with all interdependencies on other segments of projects. He/she will manage the dependencies and prerequisites for launching the Applications working closely with the System Integrators, vendors, the client organization and the Management. He/she will work closely with the programme management team to create a central control point / interface among the various vendors, solution providers, the client organization and the pilot participants. This position is also personnel supervisory and responsibilities include assembling the project team, assigning responsibilities, and managing schedules and resources to ensure timely completion of assigned projects.
Duties and Responsibilities:
• Role is targeted towards to Applications segment of the programme.
• Possess & facilitate specialized knowledge of appropriate programming languages and development tools. Concurrently manage multiple projects end-to-end using industry best practices methodologies (Waterfall & Agile).
• Ability to complete complex application and systems development projects on a timely basis, using the talents of other Applications Developers, Associate Applications Developers, or other assigned staff. This position may work in conjunction with, or consult with, a Senior Applications Developer with expertise in the project area.
• Assemble the project team, identify competencies, and assign resources to development tasks appropriate to each individual’s knowledge, skill, and abilities. Provide oversight of the MOHAP Application projects and resources, and report to Program Management and Corporate management in the functional matrix, as required. Manage the project based on project management disciplines, e.g. risks, issues, quality, budgets, resources, change management, stakeholder management.
• Contribute to the development, alignment and management of the overall master integrated schedule (MIS) working closely with the Sr. Programme Planner and partners. Manage, control and monitor the inter dependencies of the Applications project and facilitate completion of all pre-requisites that are essential for programme’s progress in line with the MIS & milestones
• Represent the Programme towards partners and suppliers. Develop and execute Programme charter. Interface with other organizations, vendors, partners and other programme related projects and coordinating schedules, dependencies and interdependencies amongst projects under the same programme
• Work closely with the Applications and other segment stakeholders through regular meetings and workshops to ensure that integration works are progressing as per the agreed requirements, intended designs and scheduled timelines.
• Liaise with the SI and vendors to ensure the success criteria are agreed with the client and the vendors and are essentially implemented and timely executed. Ensure stakeholders engagements & commitment on scope, quality, cost and time in accordance with the agreed upon project baselines.
• Apply project management tools and tracking systems to manage all aspects of project progress. Utilize project resources and serve as an individual contributor to analyze user system and application needs, determine and evaluate potential solutions, develop system specifications and requirements, and design application programs to meet the requirements.
• Establish the performances measurement governance during execution to control and monitor the KPIs and SLAs and ensure they are in-line with the pre-agreed success criteria. Devise the project governance and the processes and procedures that ensure that the governance is adhered to by the project team and the vendors and suppliers.
• Provide detailed monitoring analysis and comprehensive reports including graphical charts, tables and progress trends to the customer and the major stakeholders. Raise early warnings in case of potential risks that may hinder the progress of the Applications projects implementation and execution
• Ensure stakeholders engagements throughout the implementation from initiation to closure to ensure scopes and objectives are well defined, agreed and signed-off and delivered as per the stakeholders’ expectations and requirements.
• Oversee the tracking of strategic project risks/issues/dependencies, assesses the impact on the benefit realization for the project and takes action to minimize impact.
• Manage and control the integrated change control process of the project. Monitor and control the project throughout by conducting regular performance measurement to ensure no deviation from the agreed baselines
• Utilize project resources and serve as an individual contributor to design integrated solutions which may include applications, databases, networks, and related systems.
• Escalate to senior management as and when necessary to ensure that no issues are hindering the project progress and the team’s ability to deliver on time
• Accountable for overall project management including planning, financial, day-to-day operational, quality assurance, go-live, rollout and communication management.
المهارات
• Bachelor’s Degree in Computer/ Computer Science or Information Technology or related field.
• Minimum 8 years relevant working experience as a Project Manager in at least 2 full project development life cycles; preferably HIS & PHM environment
• Project Management related certification such as CITPM, COMIT or PMI; Industrial certifications, technical trainings will be added advantage
• Good knowledge in Program governance and management frameworks. Familiarity with Project, Program and Development standards (e.g. Agile, Kanban)
• Excellent written, verbal communication, presentation and negotiation skills (bilingual with English & Arabic preferred)
• Proficiency in MS Project, MS EPM, MS office and SharePoint.
• Excellent organizational skills, attention to detail and ability to look at the bigger picture.
• Willing to travel within UAE as required - Driving license is mandatory.
