The job holder is responsible for ensuring the commercial administration of a development from end to end is undertaken with the upmost diligence to ensure MOBH Properties interests are upheld to ensure of a commercially profitable development.
Key Accountabilities:
Pre-Construction & Cost Planning
i. Administer and issue Employer contract documentation for Consultants and Contractors in accordance with the Employers risk profile. Documentation to include amongst other items Instructions to Tenderers, Form of Tender, Conditions of Contract, Schedule of Project Requirements.
ii. Administers the tendering and procurement process of Consultants and Contractors in accordance with the Corporate Governance protocols of the Employer.
iii. Reviews tender submissions providing a commentary on submissions, deviations if any from the Employers Instructions to Tenderers and commercial offers.
iv. Administers preparation of addenda to the Tender Documents as necessary during the Tender period including incorporating technical information and documentation provided by others.
v. Manage and coordinate development budgets in conjunction with other Business Unit stakeholders.
vi. Participate in Value Engineering workshops as necessary and reviewing cost comparisons of alternate design solutions.
vii. Provides early warning of any potential issues that may affect the delivery of the product from a commercial perspective and communicates these issues to Senior Management.
viii. Reviews and provides a commentary on Design Gateway Cost Plan updates as submitted by various Consultants to ensure the Cost Plan is accurate and aligned with the development brief.
ix. Leads the administration of procurement activities and reviews the activities of the Procurement Department.
x. In conjunction with other internal departments prepares a monthly Cost Report for projects under design and conducts a monthly Cost to Complete workshop with the stakeholders of the development.
xi. Assists in risk management studies with Senior Management.
xii. Assists in determining the optimum Procurement route for each development.
xiii. Assists in the prequalification of tenderers and the preparation of tender lists for approval by Senior Management.
Post Contract
i. In conjunction with others provides a Cost Report each month to Senior Management in such form and with such details as necessary including without limitation the estimated final account, a comparison with approved contract expenditure, the cost effect of Variation Orders and Variation Order Requests under consideration, the cost effect of claims (actual and potential) for additional payments, adjustment of Provisional Sums, the status of the re-measurement of the Works (where applicable) and cash flow forecasts.
ii. Checking advance, interim and final payment applications received from Consultants and Contractors, adjusting as necessary and making recommendations for payment certification purposes.
iii. Examining claims notices and submissions in relation to additional payments and advising Senior Management on their validity.
iv. Advising of potential claims and claims avoidance.
v. Reviews and provides advice with respect to claims notices and submission in relation to Extensions of Time.
vi. Reviewing the non-technical content of guarantees and warranties submitted by the Contractor and reporting thereon.
vii. Checking the Final Account submitted by the Contractor, adjusting as necessary and making recommendations to Senior Management.
المهارات
Qualification:
• Minimum Graduate degree and/or professional qualification in the related discipline
Experience:
• Minimum twenty (20) years’ experience in commercial and contracts administration management in a similar environment i.e. Property development / Consultancy / Construction.
Skills:
• Creative and analytical skills.
• Strong knowledge of the various forms of contracts, local market conditions and competencies , commercial and contractual matters.
• Excellent English languages skills (written and oral).
• Strong inter-personal, organizational and presentation skills required.
• Strong reporting and computer skills (MS Office)
