JOB PURPOSE:
To plan, monitor and implement strategic procurement plans and oversee the expedition and scheduled delivery of materials and services to jobsite.
KEY RESPONSIBILITIES AND ACCOUNTABILITIES:
Planning and Transaction Management:
• Formulation and execution of Procurement Procedures, Group Procurement Policy
• Develop, lead and execute Project Procurement Plans in conjunction with the project team by identifying and prioritizing the scope of procurement delivery services for projects/work orders, and anticipate potential changes.
• Prepare Cost Optimization Schedules and Procurement saving plans.
• Prepare material purchase budgets and cost reports.
• Establish, evaluate and implement policies, processes and systems, for effective procurement function and application of best procurement practices.
• Coordinate procurement budgeting activities for management review and approval.
• Negotiate, implement and manage supplier contracts and service level agreements.
• Analyzing Material Prices in contrast with residing material costs, shortfalls and regional market trends.
• Assess, manage and mitigate risks
• Lead the coordination and optimize the integration of cost estimating, category management, project management, and project purchasing resources and functions.
• Track and report key functional metrics to reduce expenses and improve effectiveness.
• Prepare procurement reports for Management.
Stakeholder and Strategic Management:
• Vendor management, including the selection of sub-contractors and suppliers from the preferred vendor data base.
• Authorizing, Evaluating and Reporting Systematic Inventory Audits to the Group Management.
• Build, support and maintain effective working relationships with Suppliers/Contractors, Project Management Team and other key stakeholders across the business.
• Organize, control and regulate all procurement activities and implementation of procurement strategies.
• Provide technical support, information and assistance to other departments on Procurement issues.
Compliance:
• Design and enforce internal controls and procedures to ensure procurement activities are conducted in compliance with corporate and statutory requirements.
• Procurement in line with Quality Management Systems.
• Oversee the implementation of safety program in line with company policy.
المهارات
Minimum Qualifications: Degree in Civil Engineering or materials / Material Management Qualification
Minimum Experience: 12+ years of experience in Procurement Role
SKILLS:
• Working knowledge of procurement and commercial methods.
• Experience in negotiation, conflict resolution and advocacy.
• Knowledge in the management and evaluation of tenders.
• Familiar with construction market and in particular the UAE market, with hands on knowledge of prices and contract procedures.
• Proficient in MS Office and commercial management software (ERP, EDMS)
