Plan, organize, direct and control the design & implementation of Al Foah’s business & operational strategies and policies, in order to support the achievement of the business plan in line with the organization’s vision and mission whilst leading the effective management of the government subsidy.

Strategy
Paired with CEO, develop strategies that are cascaded from broad functional strategy and effectively communicate the businesses strategic objectives to the department heads to ensure consistency of end-to-end strategy.
The functional strategy is aligned with the broad functional strategy and is documented, approved, in place, communicated and implemented.
Balance Score Card (BSC)
Develop BSC to analysis comprehensively Al Foah’s overall performance, and conduct workshops with department heads and key staff to review, select and approve the components of the departmental balanced scorecards that create an enterprise-wide alignment toward the overall strategy.
BSC strategy is developed, documented, approved and communicated to department’s heads.
Organisation Structure
Together with the CEO and HR and Admin Director, participate in the development of an optimum organizational structure for Al Foah in consultation with the senior management team in order to achieve efficient operations & services that meet with strategic objectives of each department.
Functional organisation structures are defined, approved in place and implemented.
Budgets and Plans
Monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified and potential performance improvement opportunities are capitalised upon.
Financial variance versus budget.
Budgets and plans prepared within budgeting process timescales.
Accuracy of budget.
Relationship Management
Develop and maintain effective business relationships with all relevant internal departments and sections and external entities such service providers, consultants, local & government authorities, customers etc with highest standards of business ethics, whilst promptly attending to all critical issues in-order to ensure the services required by the organization are delivered in the most effective manner.
Feedback from stakeholders.

MIS and Reports
Ensure that all functional reports of Al Foah are completed timely and comply with international principles of corporate governance and standards, Al Foah policies and standards.

Policies, Systems, Processes & Procedures
Direct the development and oversee the implementation of Functional policies, systems, processes, procedures and controls covering all areas of operations so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.
Policies, systems, processes and procedures are documented, approved, in place, communicated and implemented and periodically reviewed.
Compliance with procedural and legislative requirements.
Continuous Improvement
Lead and direct the management of change through continuous improvement of departmental systems, processes and practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.
Direct and oversee the introduction of best practice HR initiatives in order to upgrade the HR functionality and provide improved support for achievement of business objectives.
Number and quality of improvements are line with corporate expectations and implemented.
Quality, Health, Safety, & Environment
Direct the implementation and ensure compliance to all relevant quality, health, safety and environmental management policies, procedures and controls across the HR & Administration departments to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude.
Frequency of non-compliance with ISO standards, local legislation and Al Foah policies on HSE.
Frequency of Lost Time Incident’s, safety incidents and near misses.

The jobholder is expected ensure design and implementation of business strategies to support achievement of key objectives in line with the vision and mission of the organization.
The jobholder exercises financial authority as per the level established by Al Foah’s management.

Internal:
Regular contact with the Board of Directors of Al Foah to update and discuss operational & strategic issues.
External:
Regular contacts with government authorities, suppliers, service providers to fulfil business requirements.

Knowledge & Experience:
A Bachelor’s degree in Business Management / Engineering or equivalent.
MBA or equivalent post-graduate qualification preferable.
Attendance on post-graduate executive programs in areas to include; financial management, leadership, and strategic.
13 - 15 years’ overall managerial experience in a large industrial organization.
Experience of managing relationships with government authorities.
Skills:
Significant experience in performance management
Good understanding of core planning, performance and prioritization principles.
Excellent analytical skills, and the ability to synthesize data and information to provide a high-level view which is accessible to a range of audiences.
Excellent communication skills. This includes the ability to communicate confidently and credibly to mixed audiences of varying sizes, both orally and in writing.
Ability to work collaboratively as part of a team.
An understanding of outcome / impact measurement.
