The Director of Program Controls will:
Supervise the overall program controls department personnel.
Oversee the development of the program work breakdown structure, program master schedule, and program budget. Coordinate development and maintenance of program procedures.
Supervise development and maintenance of expenditure forecasts for the overall program.
Establish, implement and maintain program controls systems such as document tracking, budget tracking, progress reporting, cost reporting, master schedule updates and revisions, change management, risk analysis, claims analysis, consultant and contractor performance and payment.
In coordination with the contract department oversee the analysis and recommendation of consultant and contractor baseline contract schedules, variations to contracts, proposed extension of times to contracts, claims analysis, final accounting of contracts and final document closeout.
Proactively identify potential program problems or opportunities, analyse issues and develop alternatives in order to arrive at an optimum approach.
Manage and control all changes at the program level.
Review status reports provided by program personnel and/or CM and modify schedules or plans/ provide timely alert as required.
Deliver regular consolidated reports on program performance to the Program Manager and DDO Programs including conformity to program business case, forecast and actuals, program schedule and compliance with all program contractual obligations.
Participate in contract negotiations.
Monitor contractors’ delivery and conduct review visits.
Support and ensure implementation of consistent, standardized program processes, methods and tools.
Contribute to the definition of Information Systems enabling the development and delivery of the program.
Perform other responsibilities associated with this position as may be appropriate.

Qualifications:
Bachelor’s degree in Engineering or Construction Management (or related field)
15+ years of related experience, including 10+ years of supervisory/managerial experience
Proficiency in Microsoft Office and project management and scheduling software, including online tools.
Superior management and organizational skills. Expert negotiating skills.
Efficient presentation and communication skills
The capacity to be influential and amenable.
Solid problem solving, decision making and analytical capabilities.
Proven delivery ability.
Professional affiliation/ registration to relevant internationally recognised authority.
Certification in Program/Project Management, MBA preferred.
