Plans, directs & coordinates the Fabrication, Construction, Installation and Pre-Commissioning activities of the Project within the approved design and specs. Monitors and manages these activities of the Contractor and other service providers to ensure the design effectively carried through the construction and the Project is carried out safely, on schedule and within budget.
4. KEY ACCOUNTABILITIES:
· Ensures all aspects of the project during construction, installation commissioning activities are always promoted to first priority and demonstrate management commitment to HSE reporting and compliance.
· Monitors thru PMC the implementation of the project plans. Participates with the PMC in Risk Assessments and QA audits and follows up for the timely closing of any open issues/ discrepancies.
· Ensures the PMC has properly evaluated and agreed on the scheme of preparation of handed over Dossiers to the Operators at the end of the Project.
· Participates in the development of project plans and schedules and ensure thru PMC that the activities are carried out in line with the schedules without slippage. Participate in tender evaluation process for selection of EPC contractor.
· Ensures all QA/QC and HSECES requirements are complied with during the Construction phase. Ensures all inspection, test and certification requirements are complied with and are checked and approved by the PMC QA/QC team and all deviations/ nonconformities are followed up and closed out.
· Oversees the functioning of the PMC to ensure all onshore and offshore fabrication and construction subcontracting activities carried out by the EPC contractor meet the project requirements Standard Engineering Procedures.
· Oversees and monitors the functioning of the EPC Contractor to ensure the design is effectively carried through in to fabrication and construction.
· Ensures variations to design are technically authorized and that all cost implications are approved prior to implementation.
· Monitors implementation of project quality system; ensures preparation and approval of Inspection and Test
Plans, follows-up on issuance of nonconformance reports and timely close out.
· Reviews construction Strategies and Execution Plans and introduce changes as and when necessary to meet project goals and objectives.
· Leads all construction coordination meetings with EPC Contractors and Subcontractors. Leads pre- mobilization and pre-hire inspections of EPC contractors and subcontractors marine spreads including HSE, Marine, Diving, Lifting Equipment Inspection, and follows-up on close-out of all open issues.
Generic Accountabilities
Operational Plans
· Develop consistent and realistic long and short term operational plans for the Department in line with the Division objectives and manage the implementation of the approved long and short term plans and ensure they are effectively converted into its performance objectives to realise the Division Objectives and established service levels.
Budgets and Operational Plans
· Develop and manage the Department annual budget in line with the Division’s business objectives and
operational plans ensuring that adequate funding provision is made for all Department activities.
· Monitor expenditure against approved Department budget on a regular basis; investigate, highlight and reconcile any significant variances to ensure effective performance and cost control
Policies, Systems, Processes & Procedures
· Develop and implement appropriate Department policies, processes, systems, standards, procedures and internal controls, Company guidelines in order to support execution of the Division’s work programs in line with Company and International standards.
Performance Management
· Contribute to the development of the Division’s KPI’s and ensure proper cascade of the Performance objectives within the Department and establish monitoring mechanisms to ensure delivery of these objectives and promote a performance driven culture.
· Manage the implementation of the Company Performance Management System for individuals within the
Department in accordance with Company approved guidelines.
People Development
· Develop knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP’s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capital to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
Organisation Structure and Development
· Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.
Risk Management
· Contribute and support establishment of a Corporate Integrated Risk Management System within the Department, while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the Department.
· Communicate corporate business ethics and Company’s Code of Conduct to employees within the
Department and ensure compliance to the Corporate Policies and guidelines.
Innovation and Continuous Improvement
· Promote an organisation culture that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve the Department operations and services
· Recommend improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.
Health, Safety, Environment (HSE) and Sustainability
· Support the institution and implementation of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and CO. Code of Practices.
· Ensure adequate HSE training and induction for all Department employees to meet HSE standards.
Management Information Systems (MIS) and Reports
· Ensure that all Department MIS and progress reports are prepared to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

Minimum Qualification
· Bachelor’s degree in Engineering or equivalent with relevant experience in the oil/gas industry.
Minimum Experience & Knowledge & Skills
· 15 years of experience, including 10-12 years’ experience in Oil and Gas Industry and.
· Proficient in English
Professional Certifications
· Membership from International organization
7. TECHNICAL COMPETENCIES:
· 5 Years and Construction Team Leader/Manager with Onshore/Offshore Brownfield Project Engineering background and adequate knowledge of Oil field operational aspect
· Knowledge to evaluate the key aspects of various discipline interface and provide technical guidance and expertise on Engineering Issues
8. BEHAVIOURAL COMPETENCIES:
· Manage and direct team engineering activities of PMC /EPC contractors/ TPA/ IVB.
· Provide regular reporting to Line manager, other stakeholders on key issues to seek guidance, decisions, approvals and authorizations.
