• Part of the department evaluation team to put in a clear estimation to the tendered projects and the streamlined RFP’s.
• Working with Business Development department, client management, internal operations, Legal, suppliers and customers, to construct winning propositions from a techno-commercial point of view.
• Securing the scope of work for bidding project in terms of evaluating the consumables, spares and manpower requirements as per the client RFP.
• Presenting and using techno-commercial data and intelligence to proactively improve client retention and acquisition.
1. Delivering technical and commercial estimations accompanied with contractual requirements for high value contracts using the breadth of services through the overall understanding of client needs, understanding the competitive market positioning, and matching these with the business and supplier capabilities.
2. Bid Management of the technical and commercial aspects and estimations of a bid/proposal, obtaining stakeholder agreement for the bespoke solutions and T&Cs;.
3. Presentation of the customer ownership model for the technical proposition comparing scenarios for the customer in line with the required project SAL’s & KPI’s and service delivery.
4. Understanding the project/ programme and its requirements as well as determining the key variables for cost and other estimates.
5. Assisting the account and bid teams with estimating for the project provisions and direction on potential negotiation strategies and tactics from a technical and commercial standpoint.
6. Inspecting sites with the bid team and assisting the BD team in the required project provisions as well as reviewing and analyzing the project SOW, BOQ, blueprints, SAL’s & KPI’s and advise appropriately.
7. Help analyzing the profitability and return on investment of commercial proposals by optimizing the projects’ provisions and plans during the biding time.
8. Assessing material, time, labour and equipment required and analyzing / obtaining asset registers and different quotes from sub-contractors and suppliers to best suit the project scope.
المهارات
1. Education level Degree or equivalent in Mechanical or Electrical Engineering discipline.
2. Relevant technical and commercial qualifications, certification and/or accreditations relating to the Property and Real Estate Sectors, Construction Sectors, Facilities Management Sectors are a plus with a minimum of 6 years’ experience in the same field.
Skills
1. Technical and commercial caliber.
2. FM Industry or Service Industry related experience.
3. Technical Acumen – must have a good grasp of project functional provisions, and RFP analysis.
4. Proven bid or project management experience.
5. Demonstrative team-working, interpersonal and relationship building skills to effectively communicate and influence stakeholders ranging across sales, legal and operational teams.
6. Analytical background – ability analyses and interpret data and identify trends and issues.
7. MS Excel –using Excel to create formulas, such as IF clauses, VLOOKUP, & Pivot Tables, as well as representing data graphically.
8. Highly motivated and capable of delivering to tight deadlines and targets under pressure.
9. Demonstrable attention to detail.
10. Communication Skills.
Experience
1. Minimum required level of previous experience is 5 years working in a successful Bid/Technical Management position within the Middle East Property Service Sector.
2. 8 Years Plus years’ experience in technical estimating, BOQ & Assets analysis, competitor analysis, projects implementation or an equivalent combination of experience and education.
Working Conditions
1. This position does not comply to the standard Khidmah working hours (Sunday – Thursday from 07:30 – 15:30), and will require frequent extended hours to be worked of evenings, weekends and public holidays to meet client requirements and Bid deadlines.
2. Although Head Office based, this position will require the Sr. Estimation/ bidding Engineer to be frequently out of the office to attend client meetings, site visits and other requirements related to ensure the above job description is fully executed.
Measurable Objectives
1. Keep up to date with combined technical and commercial activities by providing weekly, monthly and quarterly reports as per request of Executive Director.
2. To manage the bid technical and commercial qualification process for new opportunities.
3. Manage virtual bid teams and inputs from a variety of stakeholders, typically involving contributions from sales, marketing, product teams, and finance, commercial, legal and delivery.
4. Preparing and reviewing the techno-commercial aspects of the bid, ensuring all services are included in the final price to the customer.
5. Risk tracking and management throughout the bid process.
6. Contributing to the written proposal - both in terms of content and presentation (such as preparation of a technical / commercial management summary).
7. Ensure timely delivery of compliant and technical sound bids with an eye to the commercial viability of the bid.
8. Understand and resolve complex technical, commercial, strategic and business issues.
9. Arrange all post bid reviews with customers, post contract award to ensure the technical and commercial suitability.
10. Follow up if further clarification is needed and actively pursue information related and relevant to position.
11. Always represent Khidmah in a positive way both internally and externally.
12. Communicate feedback from the various business functions and other concerns on a regular basis with team members and Executive Director.
13. Always adhere to Company policies and procedures, ensure that the highest level of professionalism is maintained at all times.
14. Always adhere to confidentiality and non-disclosure of employee and company information.
15. Meet deadlines set by the Business Development Department in a timely manner and communicate if they are not met with recommendation for new expected timeline.
