Water Management Expert

The Regional Environmental Center (REC) is an independent international organisation that works in various fields of sustainable development in Central and Eastern Europe and beyond. The REC has its head office in Szentendre, Hungary and a network of offices in 17 countries with dedicated international staff.

General responsibilities

The expert will support REC projects in her/his specific area of expertise and will contribute to identifying and developing new opportunities for the REC to obtain funding for water management-related projects. The position has a specific focus on the REC’s Water Management Topic Area in the field of sustainable use of regional water resources in Algeria, Egypt, Jordan, Lebanon, Morocco and Tunisia (MENA countries). The expert will be responsible for providing support for the implementation of a SIDA-financed REC project entitled “Water Resources Management Good Practices and Knowledge Transfer (WATER POrT)”. The main aim of the project is to promote and enhance more sustainable use of water resources, while clearly taking into consideration the effects of climate change in the Middle East and North Africa (MENA) region by mutually reinforcing efficient national water resource management and greater regional cooperation on water.

The expert will occasionally support other in-house projects and will contribute to developing new projects. She/he may also be required to handle relations with clients, donors, beneficiaries and external partners.

Work experience, knowledge and skill levels required

• A minimum of four years’ work in the area water management expertise.
• Knowledge of global and EU water initiatives and development trends. An understanding of regional and national circumstances in Algeria, Egypt, Jordan, Lebanon, Morocco and Tunisia (MENA countries) with regard to water management issues will be an important advantage.
• Knowledge of integrated water resource management (IWRM) planning.
• Knowledge of environmental and water policies.
• Knowledge of adaptation to climate change in the water sector.
• Knowledge of public participation in decision-making processes.
• Experience in the preparation of studies, analytical reports, policy assessments, briefings on policy developments and reviewing policy documents.
• Experience in working with governmental organisations is a strong asset.
• Strong office management and administrative skills, including computer literacy.
• Strong interpersonal communication skills.
• Fluent written and spoken English.
• Fluency (written and spoken) in the Arabic and / or French languages is strong asset.
• Ability to work flexibly and meet tight deadlines.
• Ability to work as a team player.
• Ability and willingness to travel frequently.

Education

Minimum university degree in a relevant field (higher university degree or equivalent is an asset), preferably in Water Management. Additional education or experience, or another university degree (e.g. in Environmental Sciences or Management, International Relations, Water Legislation or another relevant field), is an asset.

This full-time position is based at the REC’s head office in Szentendre, Hungary. The position is for a fixed period, with the possibility of being offered an extension.
