Job Description and Requirements
MAJOR ACTIVITIES PERFORMED
Assist the Director in establishing and implementing the business plan, priorities and working objectives of the department and section in alignment with Executive Management’s vision as stated with the approved Annual Work Plan.
Actively participate and contribute to the department staffing and budget planning
Monitor costs and resources in day to day activities.
Support Director in establishing and then monitor department’s staffing and budgeting projections.
Be prepared to represent the department in executive management meetings as necessary.
Coordinate with other departments and Divisions in the implementation of the current and future Master Plan deliverables and initiatives.
Manage the development of detailed technical plans, drawings detailing technical layouts and locations of each facility within the city area (industrial and community), in line with Economic and Strategic plans.
Assist in establishing, implementing, monitoring, and enforcing departmental policies, goals, objectives, and procedures
Actively participate in relevant coordination meetings and provide direction in daily operations to all section and department staff to manage output and products in accordance with the department objectives.
Supervise the allocation of available land into industrial, commercial and residential development areas and zones.
Oversee the production of land-use drawings, technical drawings, grid maps, zoning maps and administer the Geographic Information System (GIS) updates due to changing investor’s needs and requirements.
Coordinate with Project Management Department and Engineering department in order to review the Project Lists.
Ensure that survey results and findings are translated into maps and technical drawings in accordance with detailed geographical findings.
Review and approve reports detailing latest findings, updates in maps and other changes within overall master plans.
Review and approve reports detailing land utilization, geographic land availability and demographic statistics.
Coordinate and responsible for development of detailed report for inclusion in the Unified Monthly Report prepared by Project Management Department.
In the absence of the Director, support the acting Director until such time as the director resumes his duties.
Direct or assist in establishing, measuring, and reporting the achievement of department goals and targets, KPI’s, QA/QC procedures and performance
Assist the Director in identifying gaps in knowledge and skillsets of staff, and in implementation of appropriate training and career path advancement tools. Prepare training plans and monitor for SAPL staff
Assist the Department Director in communicating the support needs of the department to the SAPL Program Manager.
Evaluate subordinate’s performance in a fair, transparent and objective manner on a periodic basis
Create an environment where Innovators can successfully achieve professional career path goals.
Communicate relevant information to subordinates and superiors.
Analyze difficult employee situations, using appropriate discretion, HR advice, and respect for the individual, in order to suggest a path of action to the Director for implementation.
Performs other related duties as assigned or directed by the Director of Urban Planning Department to achieve departmental success.
EXPERIENCE & QUALIFICATIONS
Bachelor’s Degree from recognized western university in a relevant field (Urban Planning), preferred.
15 Years’ minimum relevant experience in the field of Urban and industrial facilities/cities Planning
Master’s degree in a relevant field preferred.
Relevant Certification Preferred (Urban Planning and Development Certificate).
Conversant with survey reports, maps, drawings, aerial photography, and other topographical or geologic data to plan projects.
Well rounded experience in Industrial and Urban City planning.
Experience in planning the infrastructure for industrial and residential cities.
Relevant computer proficiency, experience in using Microsoft Package, and other relevant software (AutoCAD).
Time management, communication and interpersonal skills.
Advanced knowledge in English – Spoken and Written. Knowledge of Arabic preferred.
Proficient level of design skills
Role:
Provides management and technical direction for all facets of operations in one discipline under administrative guidelines of the Division Manager and/or Corporate directive.
Responsibilities:
Plans and defines strategic and financial goals, determines the resources required to achieve them, and directs effort to acquire and retain those resources.
Identifies project opportunities and assists in developing proposals. Participates in review of all major proposals and initiatives affecting the discipline. Provides technical consultation to client and Company management as needed.
Ensures compliance with all laws and regulations applicable to the assigned discipline. Develops and implements policies and procedures within area of expertise. Ensures compliance with corporate policies.
Keeps abreast of current technology germane to the discipline. Participates in professional organizations; may make presentations at meetings and seminars.
Maintains/controls operating budget as presented by corporate management.
Plans, directs, and manages the annual salary increase budget within the constraints of corporate policy; approves all salary actions, monitors actual increases against budget throughout the year; approves hiring/termination recommendations; reviews and signs annual performance reviews. Provides training and development for assigned employees.
Coordinates discipline’s activity with pertinent external groups, such as regulatory agencies, as necessary.
Performs other responsibilities associated with this position as may be appropriate.
Qualifications:
Bachelor’s Degree in field of expertise (or equivalent) and typically 20+ years of related work experience, including significant supervisory/managerial experience, is required. Membership in a professional society related to field of expertise is also required.
Must demonstrate the ability to drive excellence in field of expertise, focusing on improvement of processes, mentoring, training, and compliance. Must be capable of conducting focused briefings to all levels of management. Must also demonstrate the ability to effectively execute and manage complex tasks. This includes effective problem solving and exercising excellent judgment regarding timing and senior management involvement in significant issues.
