Principal Objective Act as the lead Project Manager for overall coordination and management of any Desalination, Sanitary Sewer, and Industrial Waste Water projects. Organizational Relationship Under the direct supervision of the Project Manager and Project Control Supervisor, this person will be on site daily and assist the Project Managers in their duties and responsibilities, primarily as these duties concern schedule. Interfaces and leads coordination efforts with clients, Contractors and other Project Participants, Interface, cooperation and coordination requires attendance at regular meetings and may include leading special meetings for the development of the Project Schedule and expediting of critical scheduling activities Major Activities Performed Specific to this position to Yanbu Program – Act as lead Project Manager overall coordination and management of any Desalination, Sanitary Sewer, & Industrial Waste Water projects as well as overall other infrastructure projects, interface with Master Planning Team, Engineering, Procurement, F&B;, Utility Company, and all other stakeholders, to define the technical design basis, schedule, develop implementation plan, lead efforts of RFP development, tender, bidding and award, and manage the overall PMCM cycle.
May participate in negotiations with regulatory agencies and in public meetings in support of client.
Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required
Establishes the program implementation requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria. Responsible for the development and distribution of Project Charter to all members of the project team for reference.
Assigns responsibility for executing project plans to key subordinates after carful assessment of how to utilize their qualifications and strengths. Provides input to performance review and development plan for subordinates. Field responsibilities may include labor relations, local procurement and payroll operations, etc., if required
Makes recommendations to create project teams capable of completing effective, quality works. Discusses the qualifications required of any key project positions in specific details with the department managers and directors
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans
Works with the key project individuals to devise and execute actions plans to rectify potential conflicts, coordination issues, delays, or to accommodate significant changes to the scope of work. Advises the client of any such changes
Promotes technical and commercial excellence on the project through application of Quality Assurance processes
Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes weekly meetings to review project status and formulate action items
Performs other responsibilities associated with this position as may be appropriate
المهارات
Bachelor Degree in Engineering or related technical / business field from a western country university. Minimum of 15 years of experience in project management. Incumbent should have a broad general technical and business background, as well as previous project management experience on similar or related projects Professional registration may also be required. Skills/Competencies • Incumbent must meet Parsons’s Project Management requirement • Proven ability to perform in a management capacity, excellent written and oral communication skills, and a thorough knowledge of industry practices and regulations are also required • Must be knowledgeable of current technology and how it can be effectively utilized on the project
