Finance Controller
DEFINITION: Under general administrative direction, the Finance-Controller is responsible for financial planning and analysis, forecasting, budgeting, and internal control. also be responsible for financial reporting to management and the board of directors, as well as compliance with government regulations.
MAIN ROLE OF FINANCE CONTROLLER: The main role of a Financial Controller is to ensure the company’s financial health by overseeing all financial planning and analysis activities.
DUTIES OF FINACE CONTROLLER:
Tracking, reporting, and analyzing budget variances.
Reviewing the company’s financial statements to ensure they are accurate.
Preparing financial analysis month-end reports for management, including profit and loss statements, balance sheets, and cash flow statements.
Recommending changes in policies or procedures that will improve financial performance.
Forecasting future financial performance.
Preparing and analyzing budgets and business planes.
Providing accurate financial reports to management.
Ensuring compliance with government regulations.
Responsible for the facilitation and coordination of multi-departmental financial and accounting issues and concerns to ensure a comprehensive approach in managing company accounting policies and procedures in the most effective and efficient way.
Manages and controls the financial tables for the Financial Information Network and Budget Development System.
Works closely with the Company Administrator and departments in the development of the budget, capital plan and company financial management systems.
Prepares the company’s annual cash flow requirement for the short-term financing and monitors the cash flow throughout the year.
Plans, assigns, reviews, and evaluates work assignments. Participates in hiring, training, and evaluation of staff.
Participates in the development and maintenance of financial management information systems.
Provides consultation to departments regarding financial and accounting systems and compliance.
Research financial and accounting issues as required by the company Auditor, or the Board of directors.
Analyzes proposed or enacted legislation for financial and operational impact on the company.
Oversee complex accounting changes frequently required by legislation.
ADDITIONAL RESPONSIBILITIES
Direct and coordinate company financial planning and budget management functions.
Recommend benchmarks for measuring the financial and operating performance of divisions and departments.
Monitor and analyze monthly operating results against budget.
Direct and coordinate debt financing and debt service payments with the lenders.
Oversee daily operations of the finance department.
Manage the preparation of the official annual report of actual revenues, transfers, and expenses.
Manage the preparation of financial outlooks and financial forecasts.
Prepare financial analysis for contract negotiations and product investment decisions.
Ensure compliance with the corporate governance requirements.
Work with department directors and corporate staff to develop five year and ten-year business plans for the company.
Establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures.
Design, establish, and maintain an organizational structure and staffing to effectively accomplish the department’s goals and objectives.
Serve on planning and policy-making committees.
Serve as primary legislative liaison relative to company financial issues.
Oversee financial management of foreign operations to include developing financial and budget policies and procedures.
Direct financial audits and provide recommendations for procedural improvements.
Represent the company externally to government agencies, funding agencies, and the stockholders.
Recruit, train, supervise, and evaluate department staff.
Provide accounting policy orientation for new staff.
EMPLOYMENT STANDARDS:
Extensive (typically four years’) progressively responsible professional accounting experience in governmental accounting and finance, including two years of project management or supervisory experience; or
a combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
Knowledge of finance, accounting, budgeting, and cost control principles including GAAP or IFRS.
Knowledge of automated financial and accounting reporting systems.
Knowledge of Saudi companies’ law and financial regulations.
Ability to analyze financial data and prepare financial reports, statements, and projections.
Working knowledge of short- and long-term budgeting and forecasting, rolling budgets, and product-line profitability analysis.
Work requires professional written and verbal communication and interpersonal skills.
Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects.
Ability to participate in and facilitate group meetings.
This is normally acquired through a combination of the completion of a master’s degree in finance or Accounting, five to ten years of experience in a senior-level finance or accounting position, and a CPA or CMA.
Work requires willingness to work a flexible schedule.

Ability to: plan, coordinate, and organize company-wide financial accounting policies, procedures, applications, systems and projects; evaluate complex accounting changes and implement solutions; interpret and apply legislation that affect company financial and accounting concepts; establish and maintain effective working relationships with department heads, managers, budget and accounting professionals; establish standards and evaluate performance; develop and revise policy and procedures for various accounting matters; make independent judgments on accounting issues.
WORKING CONDITIONS
Working conditions are normal for an office environment. Work may require occasional weekend and/or evening work.
Desirable Qualifications: Possession of a Certified Public Accountant or Certified Management Accountant certificate.
