GIS Consultant - Jeddah
We are currently recruiting for a GIS Consultant to work directly with our client - one of KSA’s leading educational institutions.
Our client is seeking to reposition their geospatial data and information modelling and management as a critical business asset, and therefore requires an experienced GIS Consultant to lead the change process.
The role will be based in our client’s offices on campus.

You will be responsible for developing geospatial data standards, methods, and procedures, developing and managing an enterprise spatial database with both ESRI technology (ArcGIS servers and software) and open-source software stack. You will also ensure GIS data integration with multiple business data platforms and systems, undertake analytics and computation to streamline business processes and achieve efficiencies.
Part of your role will be to lead the data communication and visualization environment setup using maps, web mapping interfaces and 3D environments for dynamic and immersive interactions. Furthermore, you will lead geospatial data and information stakeholder engagement and collaboration, seen as critical to ensuring the client becomes a data-driven organization with geospatial science.
Your daily responsibilities are expected to comprise the following…
• Stakeholder engagement and collaboration - Consult users, management, vendors, and other GIS staff to determine needs and system requirements.
• Assist with formulating and reviewing GIS plans.
• Assist in preparing, monitoring, adjusting, and approving operational budgets.
• Assist in the design, development (implementation), and maintenance of the organization s geospatial data and information modelling and management infrastructure.
• Assist in analyzing GIS-related workflows and assigning or scheduling work to meet priorities and goals.
• Evaluate GIS development and application development proposals and assess the feasibility of projects.
• Create and maintain (updating and enhancing) the programs that run the applications to satisfy specific user needs in the organization, taking full advantage of ESRI technologyplatform.
• Coordinate the installation and testing of applications and programs and write the documentation describing the operating procedures for using them.
• Maintain and manage GIS software and hardware and troubleshooting problems that occur in software and hardware.
• When required, independently prepare information/ products to support the organization s needs.
• Develop, maintain and execute quality control/assurance programs, including reviewing data developed by outside contractors and updating or acquired from outside organizations.
• Perform database maintenance as required
• Assist in the areas of QA/QC of organizational datasets.
• Develop and manage quality control procedures.
• Provide (or supplement) GIS training activities and provide technical support to GIS users in addition to developing training materials for broader usage.
• Prepare and review operational reports and project progress reports/ presentations.
• Write meeting agendas and technical reports detailing the activities of the GIS group.
• Coordination of GIS activities with the client’s partners such as data providers and software vendors as per business requirements.
• Support Data Security Audits.
• Undertake data integration and interoperability to enable organisation data communication and sharing between stakeholders.
• Lead the development of Gaming platforms solutions to create digital replicas of Campus assets for immersive interactions and visualization.
• Introduce automation and computation to minimize repeated processes and manual tasks to achieve efficiencies through speedy delivery of services and projects.

Our ideal candidate is expected to demonstrate the following…
• Good knowledge of ESRI GIS software and technology Platform.
• Experience in developing and applying geospatial data standards, methods, and procedures e.g., Open Geospatial Consortium (OGC) standards specifications and applications.
• Experience in geospatial data and information modelling and management, encompassing;
• Data conversion into different formats using appropriate extract, transform, and loading (ETL) toolkits and scripts, e.g., FME
• Strong Database development and management skills with RDBMS and No SQL platforms such as SQL Server, Oracle, PostgreSQL/PostGIS, MongoDB, etc.
• Experience in geospatial data analytics and insights and ability to apply them to the client’s operational processes
• Strong understanding of coordinate reference systems, projections, and cartographic transformations
• Familiarity with semantic 3D modelling capabilities and methodologies using 3D datasets such as LIDAR, Point Clouds, and 3D models and objects.
• Knowledge and experience in 3D spatial data and information modelling and management, especially 3D cities, digital twins, VR and AR solutions development.
• Web Services knowledge and experience
• Proficiency in programming languages such as Python, PHP, C#, C++, Flex, Javascript, JQuery, Node.js, ReactJS, HTML, QT, Plotly, CSS to develop robust web services and APIs (SOAP, REST, GeoJSON, JSON, and XML) for data streaming services from a database environment to gaming platforms and interfaces with other software platforms
• Experience in developing and using modern data visualization technology dashboards such as D3.js, Cesium 3D, Deck.gl, or equivalent platforms for geospatial data visualization and analytics.
• Experience in developing cloud-based solutions relating to computational engineering and or the use of cloud technology for web hosting.
• Bachelor s degree or higher in GIS, Computer Science related area or in Engineering.
• GISP (Geographic Information Systems Professional) certification is preferred.
