Ready to put your Commercial skills to work with departments and teams that change the fabric of our community? Do you have an eye for details? Put your contract management expertise to work on complex mega-projects. Parsons is now hiring a Contracts Manager for our rapidly expanding team.
Parsons extensive experience combined with your financial management skills, including preparing RFP’s, reviewing contracts, and identifying potential conflicts. At this level, you will provide technical guidance to assigned personnel, and ensures proficiency and timeliness of contract administration. In this role, you will manage all contract activity for a Division, a major market segment, or for a major project. Location at the client’s offices or to the project site may be required, either before the contract receives final approval or during the life of the contract.
Responsibilities:
Adhere to the procurement procedures and policies of Qiddiya Investment Company and prepare the request for proposals for various Contract disciplines required under the portfolio.
Coordinate with other departments and produce the Request for proposals document and its appendices and ensure that the scope of works produces by others are in line with the Contract, Program and QIC process and procedures.
Coordinate and prepare responses to tender queries and ensure timely communication with all bidders.
Review and prepare a commercial and final recommendation for the various packages for the Portfolio as per the policies and procedures.
Assist in preparing and collating comments from the bidders on the draft agreement and coordinate the same with the various department within QIC (Legal/Finance/Procurement).
Preparation of Interim payment application for Consultants/Contractors in a timely manner and as required by the portfolios.
Prepare and update interim payment application, change order and claims registers for various Contracts under the portfolios.
Prepare and manage final Contract closeout documents for Consultants and Contractors.
Prepare change orders with all substantiations for the various Contracts for the Employer’s approval. After approval ensure that these are issued and accepted by the Consultants/Contractors for Employer’s final approval.
Attend weekly/monthly progress meetings with contractors and consultants and provide insight on Contracts and Commercial issues that may impact progress.
Visit job sites to assess progress and report on observations from a Contracts and Commercial standpoint.
Support the Development and Construction teams as required.
Assist “Senior Commercial Manager – Parks & Attractions” as required.
Working Experience in Aconex Document Management System.

Qualifications:
Bachelor’s degree in Business Administration, Finance, or related field
10+ years of contract administration experience is required
MRICS/CCE or equivalent; Requires a comprehensive knowledge of industry business practices and the negotiation of contracts.
Incumbent must also possess strong written and oral communication skills, excellent interpersonal skills.
Working knowledge of software packages typically associated with contract administration such as ARIBA.
The ability to perform in a management capacity is also required, with experience in hotels, resorts, mixed-use, commercial, residential, sports facilities, and theme park developments.
