Procurement Specialist

الوصف الوظيفي
· Responsible for the day to day activities of procurement operations such as evaluating vendors, negotiating contracts and preparing reports on orders and Cost, enhance and maintain proper implementation of strategy, framework, infrastructure and process; and to ensure the function grows in line with business objectives to provide quality standards and cost-effective procurement solutions

· provides assistance, technical guidance and capacity development to ensure compliance with procurement (goods, works, and consulting services) policies and procedures, support improvements in the implementation performance, performance-based contracting and design-build-operate type arrangements

المهارات
· Ensure full compliance in executing Purchase requisitions as per Procure to Pay cycle.

· Liaise with stakeholders and obtain all the necessary clarification/information for executing Purchase Requisitions

· Identify a list of potential suppliers for the Purchase Requests

· Execute RFQs, obtain proposals & Execute Purchase Orders

· Prepare commercial comparison of received quotations

· Maintain an up to date database of all purchased goods and services for future requisition/benchmark purposes

· Managing relations with suppliers, negotiating supplying terms in terms of cost, quality, level of service, timings and related payments

· Conducting market research and introduce new suppliers to ensure healthy competition

· Perform necessary pre-qualification procedure of suppliers/vendors

· Prepare reports on purchases, including cost analyses

· Track orders and ensure timely delivery

· Negotiate contract terms of agreement and pricing

· Responsible for sourcing & procurement of several major CAPEX Projects which included building construction, fit outs, Equipment, development for major city landmark

· Preparation of reports and presentations to management as required.

· Relevant tertiary qualification and/or extensive experience in procurement and/or administration of contracts.

· Good knowledge of contracting principles

· Demonstrated customer service skills and high-level communication (verbal and written) and interpersonal skills including negotiation and dispute resolution skills

· Experience in planning, organizing, prioritizing and coordinating work in a changing environment

· Ability to work under pressure and meet competing deadlines

· Participate and provide analytical support in the design, processing, administration, and evaluation of projects with emphasis on procurement and contract management.

· Negotiate TA contracts with consultants.

· Establish and rationalize Key Supplier Agreements, identify new

opportunities, seek ways to improve efficiencies and ensure purchasing compliance
