Role Summary
Job Description and Requirements:
SAR is looking for an enthusiastic Infrastructure Network Planning Technician to be responsible for the day to day delivery of Network train performance reporting. The role requires establishing the cause of train delays by liaison with Operation Control Center and other SAR rail department employees as necessary for level 0 and level 1 delay attribution. In addition, create incidents and attribute delays in the Timetable Tool or ARAMIS, delay causation system so they are correctly coded to root cause.
The technician’s role is to ensure that accurate delay attribution of train services for business improvement. This includes monitoring, evaluating and report on network incident performance.
An ideal candidate will have strong communication skills as this job requires to communicate within internal stakeholders i.e. SAR Engineering, Passenger Business Unit, Mineral & Cargo Business Unit, Infrastructure Maintenance, SAR Projects and Rolling Stock Maintenance. As well as external such as Public Transport Authority, Royal Commission, Ma’aden, SAR External Contractors.
Key Accountabilities:
Take responsibility for the creation of incidents and attribution of delay to the national standard within the agreed area of geographical responsibility so all available systems are utilized to assist in identifying the correct allocation of delay code and responsible manager.
Monitor Train monitoring system & ARAMIS data collection/ input carrying out data integrity checks as detailed in the national standard so that missed train reports are inputted prior to the attribution being flagged in the monitoring systems.
Advise the nominated manager of failures in normal train report procedures in order to initiate contingency arrangements.
Monitoring that train times are filled in during times of train reporting failure where alternative train time information is available with the agreement of the train operator for all delay reporting points and Contractual Monitoring Points, seek authorization for, and maintain a record of all manual revisions to train times.
Implement contingency arrangements providing assistance with schedule amendments and train call procedure.
After receiving initial information regarding a train delaying incident, follow up for additional information with correspondent department staff to confirm correct impartial attribution, updating monitoring systems incidents in accordance & get the responsible manager in accepting the incident.
Give a detailed hand over of the current working situation at the end of the shift (if applicable).

Minimum Qualifications:
High school/ High diploma.
Competencies:
A good knowledge of the Kingdom’s railway industry, contractual matrix and regulatory regime.
A high level of IT competency is required.
Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, Analysis applications and Geographic information system (GIS).
A good general standard of education, with the ability to communicate clearly and concisely, both verbally and in writing.
Geographical knowledge of Saudi Arabia.
Knowledge of Windows based applications, MS Excel etc. and Computer Systems.
Knowledge of railway and infrastructure operation.
Strong commercial awareness.
Flexible and enthusiastic attitude.
Ability to communicate effectively.
The ability to analyze and interpret data.
