Reporting to the Project Director of the project, the candidate will have to plan, direct and coordinate, usually through subordinate supervisory personnel, activities concerned with the construction and maintenance of civil works, facilities, and systems. Participate in the conceptual development of a construction project and oversee its organization, scheduling, and implementation.
The main relevant activities are as follows, although not exhaustive:
Advice to the Client with respect to Dispute Adjudication.
Managing the preparation of the provisional cash-flows for the contracts;
Managing the preparation of the Payment Certificates;
Keeping the file of financial documents related to the project;
Preparing the financial part of the Consultants reports;
Acting as Deputy Project Director when the latter is absent due to annual leave;
Shall develop the baseline cost estimate and budget;
Verification of the performance securities, bank guaranties, insurances or warranties submitted by contractors, consultants or supplies engaged under the project, and recommending acceptance of all such documents to the client;
Review of the cost and time impact of all variations and preparing detailed justification and recommendation for approval to the client;
Verification of payment;
Solve and Reviewing all contractual doubts and possible claims or problems and advising the client on its contractual position and recommending the appropriate action;
Assistance in the process of obtaining the necessary documents from the relevant state institutions related with the commissioning and entering into exploitation of the site.
Responsibilities/Tasks Assigned
The relevant tasks are as follows, although not exhaustive:
Supporting the Engineer in all his duties as per FIDIC (Yellow Book, 1st. Ed. 1999 and/or Red Book, 1st. Ed. 1999) and related to Civil Works Contract;
Carry out the duties and authority delegated by the Engineer as per FIDIC 3.2;
Managing the Civil & Track works team, giving instructions to them;
Coordinate the design review activities with the Design Team Manager;
Reviewing the documents supplied by the Contractor for Civil Works and Buildings (C.W.& B), reporting to the Engineer;
Drafting documents that are to be issued by the Engineer for Civil Works;
Managing the quality and quantity survey (C.W. & B);
Monitoring the works schedule fulfilment (C.W. & B);
Attending and monitoring inspections and tests (C.W. & B);
Preparing the technical part of the Consultant’s reports (C.W. & B);
Advising the Engineer on any issue that may affect the Time for Completion or Contract Price;
Checking and certifying the Civil works Contractor´s interim and final Statements and supporting documents;
Develop and implement quality control programs;
Oversee and direct EPC projects from conception to completion;
Review the project in-depth to schedule deliverables and estimate costs;
Oversee all onsite and offsite constructions to monitor compliance with building and safety regulations;
Meet contractual conditions of performance and prgress;
Review the work progress on daily basis;
Prepare internal and external reports pertaining to job status;
Plan ahead to prevent problems and resolve any emerging unforeseen situation;
Analyse, manage and mitigate risks;
Ensure Quality Construction standards and the use of proper construction techniques.
المهارات
The required skill for the candidate are:
• MSc in Civil Engineering or related field;
• Minimum of twenty (20) years of experience in the field;
• Proven working experience in Construction Supervision of Civil Works and Buildings;
• Design and Construction Management experience in Railway Projects;
• Knowledge of English language (speaking and writing skills);
• Master degree swaps 3 years of experience (desirable)
