Job Description and Requirements

The Kingdom of Saudi Arabia (KSA) has infrastructure assets with annual operations and maintenance (O&M;) costs estimated at US$27 billion. KSA is looking to reduce O&M;costs and realize maximum whole life cycle value and performance. To do so the National Project, Operations and Maintenance, Management Organization (NPMO) aka Mashroat was established. NPMO appointed Bechtel as their overall programme manager and are now seeking to appoint an internationally recognised and experienced O&M;organisation to support Bechtel and NPMO in delivering their vision.
This is a ‘not to exceed price’ contract to be delivered in 3 years with substantial penalties for not meeting schedule. In summary the scope is:
Alignment: Establish the organization, and write the National O&M;Manual which will include the required systems, processes and procedures that will form the minimum requirements for efficient and effective O&M;management by Saudi Government ministries.
Enablement: Transform 10 Saudi Government ministries into more efficient and effective O&M;planning and management organizations. Enablement includes the following key elements:
Restructuring the ministries O&M;organization
Supporting the ministries to engage suitably qualified O&M;management consultants
Supporting the ministries and their consultants to implement the Mashroat Manual
Supporting the ministries and their consultants to develop the ministries Saudi National professionals
Evaluation and Monitoring: Provide ongoing support to the ministries in the following:
Develop a process for reviewing the effectiveness of Enablement by assessing the implementation of the Mashroat Manual by the ministries.
Develop a system for measuring the impact of the implementation by supporting development of a national dashboard for O&M;performance.
The KBR in-Kingdom team will be 47 strong comprising 38 western expats, 6 Saudi nationals, and 3 other country nationals.
The position will be based in Riyadh, with occasional visits to other areas of the Kingdom as required. The position is for 3 years with a minimum commitment of 6 months required.
Manages:
The in-country and out of country asset management team formed from personnel from KBR and specialist sub-contractors
Reports to:
O&M;Technical Director (i.e. the KBR Programme Director)
Interfaces with:
The KBR Core Knowledge Director & the KBR Enablement Deputy Director
Primary Roles and Responsibilities:
Provides leadership and direction to the Asset Management Department, comprising personnel from KBR and specialist sub-contractors in the following fields: Asset Specialists, CAFM Expert, IT, Inventory, Life Cycle Planning, Financial Analysis, Asset Condition Assessment.
Responsibilities shall include, but not be limited to:
Deliver the following to an agreed firm fixed price and schedule and to client satisfaction:
Prepare department operating procedure to include organization, roles and responsibilities and processes.
Establish the criteria and recommend procurement of a National Asset Register for all KSA assets.
Develop a strategy and process to assist with the deployment of the asset register across all entities.
Develop a standard with criteria/methodology for a Computer Aided Facility Management (CAFM) system or a Computerized Maintenance Management System (CMMS) platform for use across the Kingdom. It may be determined that a single CAFM/CMMS platform is not advisable. In this case, develop the criteria for selection of CAFM/CMMS systems for consistent sharing of information across the Kingdom.
Develop a process to integrate the National Asset Register with the Entities’ CAFM/CMMS platforms.
Life Cycle Planning: Develop the following processes to be included within the National O&M;Manual: (a) Utilization of cost indices for “existing as-is” O&M;contracts, “regional” O&M;contracts and “best in class” O&M;contacts; (b) Preparation of a Life Cycle Planning procedure that ensures long-term sustainment of assets; (c) Develop a Condition Assessment Process to perform periodic assessments/surveys on the asset condition.
Also provide the following:
Assist the Enablement department with implementation and understanding of the Asset Management standards for the Entities.
Assist Bechtel with 5-year portfolio planning.
Support development of National O&M;Manual.
Assist the Enablement department with implementation and understanding of the standards for the Entities.
Resource identification, selection, recruitment, training and development, and retention
Bringing industry best practice into the team
Requirements
Ideally the candidate should have worked with KBR either as an employee, supplier, JV partner or client representative for a minimum of 3 years
Bachelor of Science / Engineering in an engineering discipline from an accredited university. Post-graduate degree preferred.
Minimum 20 years’ experience in a related field on national / international major initiatives/ developments.
Expert in development and implementation of O&M;best practice standards and processes.
Excellent English verbal and written communication skills. Arabic skills is a plus.
Experience working internationally (preference for Middle East / KSA).
Record of engagement with a wide range of stakeholders and wider commercial and public sector stakeholders. A proven record of accomplishment instituting continuous improvement and supporting capacity building / talent development (preferably in KSA).
Experience of building integrated teams to work in a collaborative environment. Excellent communicator, leader and team builder. Experienced in coaching and training of teams
