• Develop the Estimation Department strategic objectives and plans and ensure that they are communicated and implemented within the department.
• Develop the Estimation Department annual budget and ensure all employees are working towards achievement of the Department’s goals and objectives within the assigned budget by setting the required targets and responsibilities upon employees.
• Develop the Estimation Department’s guidelines, policies and procedures and ensure its implementation while ensuring compliance with KCG strategic direction.
• Assist in managing with other concerned departments the pre-bid phase and handout the awarded project to the Construction Manager.
• Ensure that all activities related to appraising the feasibility of project cover Technical/ Engineering and Manpower, Material, Service & Equipment plans.
• Review and approve labor, material and services and work plans to ensure they are based on the RFP’s drawings, and expected work to be done.
• Ensure coordination with the Procurement & Contracts Manager to obtain updated info on the cost of materials and services to develop a precise cost estimate for the project.
• Review and approve the project budget after incorporating the project profit margin with the project cost.
• Coordinate with the management and the Estimators to decide on the following: Project estimated cost, Project profit margin and Project overall budget.
• Oversee the preparation of proposals after the estimation budget.
• Review and approve the quantities of materials to ensure that the quantities needed are correct and sufficient for the completion of the project.
• Ensure that all drawings written in RFP’s s are correct. Review design scope criteria and quantities for completeness and coordinates reasonably with the project to develop additional estimating bases when information is incomplete
• Oversee the measurement of quantities from drawings, sketches, and specifications listed in the Tender / RFP documents for the preparation and pricing of the BOQ.
• Review drawings and sketches modifications to ensure the correctness of BOQ.
• Ensure coordination with the customer to finalize the BOQ.
• Perform the assigned duties as per the set policies and procedures to achieve the business development department goals
• Take lead role in estimation reviews and presentations.
• Provide and support data and cost analysis.
• Manage the maintenance of estimating databases.
• Monitor the performance of the department & ensure their alignment with the department KPI’s.
• Ensure effective department performance through the selection, development, deployment and motivation of competent staff.
• Provide advice, guidance, direction, and authorization to department personnel to carry out major plans and procedures, consistent with established policies.
• Conduct annual performance appraisal to review employees’ performance. • Any other tasks related to the job assigned by the direct manager.
