We are currently looking for a Cost Estimator Manager to be based in Riyadh.
Responsibilities:
Prepares work to be estimated by gathering proposals, blueprints, specifications, and related documents.
Identifies labor, material, and time requirements by studying proposals, blueprints, specifications, and related documents.
Computes costs by analyzing labor, material, and time requirements.
Resolves discrepancies by collecting and analyzing information.
Presents prepared estimate by assembling and displaying numerical and descriptive information.
Estimates bill of quantities bases on level of Scope details available
Prepares basis of cost estimate reports
Well versed with the local standards of productivity calculations and apply those to projects
Well versed with the AACE International/RICS standards and apply those to projects
Estimates costs at various stages of design (Concept, Schematic, Design Development and Construction Documentation) for building projects
Estimates costs at various stages of design on infrastructure (Roads, bridges, parking spaces, local markets etc.) projects.
Knowledge of applicable codes, taxes, financial instruments affecting cost of the project.
Ability to draw down best practices in cost management and generate process maps.
Knowledge of Life Cycle Cost and evaluation of project feasibility.
Knowledge of risk management and its application to project activities to evaluate contingency estimates Familiarity with FIDIC Contract suites.
Assist administration of Contractor’s claims/variations by providing cost related inputs.
Prepares special reports by collecting, analyzing, and summarizing information and trends.
Maintains cost data base by entering and backing up data.
Meets with teams across the client- Projects/PMO Sectors; communicates project deliverables and agreed actions along with the adequate project management standards.
Devices and communicates customized project control systems which measure progress/performance, provides early warning of deviations from project plan, and identifies corrective actions to be taken.
Acts as a mentor providing project management advice, monitors input, and insures adherence to adopted client project management standards.
Ensures best practices/lessons are learned and reviewed, detailed work plans, schedules, budgets and procedures are established, including an execution plan for addressing critical cross-divisional work processes and systems, etc.
Develops scope, schedule, budget and cost estimate for assigned tasks.
Leads in the creation of Work Breakdown Structure and development of schedules and budget data for WBS elements.
Carry out/A analyses of unit rates to the extent that corrective action can be taken to minimize project losses.
Assembles and compiles schedule and cost data and inputs into the project control database and provides output to the project team providing overall project direction for cost and schedule control
Provides recommendations to manage and maximize project margins.
Supports the project team in maintaining timely and effective change management processes, procedures and systems.
Develops and maintains status reports including: invoicing and payments status, financial analysis, cost performance and earned value reports.
Implements trend and change management programs.
Assist the PCS Manager with the implementation of the Project Control System (PCS) including networking, hardware and software integration, set-up, associated training and maintenance of systems.
Coordination of document exchange platforms including coordination of the FTP site and project website.
Preparation of monthly reports in coordination with other team members.
Preparation or validation of master project budget and periodic schedule updates prepared by team members.
Review and direct action regarding contractor schedules including resource and cost loading.
Assist and coordinate the establishment and updating of submittal and procurement logs, and provide periodic reports.
Evaluate requests for time extension and prepare inputs as part of the schedule impact analysis.
Assist in the preparation and review of monthly progress evaluation and payment certificates submitted by the contractors and vendors.
Attend meetings associated with construction progress, schedule and PCS related issues.
Coordinate schedule and document control activities with the representatives of the Clients as required from time to time and present such at meetings with Clients.
Main Accountabilities & Financial Responsibilities .
Education and Qualification:
A B.Sc. Engineering degree.
At least 15 years of relevant work experience in public or private sector construction.
Expert proficiency level experience through education, training and actual work experience on projects at level 4 detail with over 5,000 activities with full responsibility for running all aspects of the software.
Able to create “as requested and as required” reports for management on demand.
Analyzing Information, Estimating, Planning, Reporting Research Results, Data Base input, Strategic Planning, Attention to Detail, Informing Others, Requirements Analysis.
Well versed with the local standards of productivity calculations and apply those to projects.
Well versed with the AACE International/RICS standards and apply those to projects.
Familiarity with FIDIC Contract suites.
Primavera Project Planner (P6) - Expedition software suite.
Cost Estimation/Cost management software and applications.
Project Management web-based platforms is a plus.
Microsoft Office full suite, plus AutoCAD2004 (or newer) intermediate level.
