Position Summary
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
The Project Engineer – Telecommunication & Security Infrastructure is responsible for supporting the Area Engineering Manager to monitor and coordinate the design process for all Procure & Construct (PC) as well as Engineer-Procure-Construct (EPC) Contracts. The work will require close coordination and direct interfacing with Construction staff, Design Consultant staff and Contractor’s design team.
The Project Engineer - is responsible to provide support to program projects by ensuring safety, quality, consistency and technical adequacy as core values.
Major Responsibilities:
Directs and coordinates engineering activities for the project or assigned portion including supervision of engineers across all disciplines.
Establishes or assists in establishing the detailed project execution plan and the development of the overall project engineering budget and schedule. Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
Coordinates activities among the design groups on the project.
Reviews project engineering progress against approved schedules, evaluates changes and takes corrective action when required.
Manages the flow of information required from third parties to assure the timely progress of the engineering work.
Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
Raise trends and submit to project controls and prepare Design Change Notices.
Take ownership of all allocated design contracts to develop Task Releases to local engineering firms (A/E’s).
Prepare scope and design cost estimate for all allocated Task Releases.
Liaise with Construction counterparts to ensure resolution of design and construction issues including site visits to construction sites.
Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
Participate in monthly area review meetings to report on project performance and resolution of engineering issues.
Submit timely and accurate data to project controls for weekly and bi-weekly reports.
Monitor the timely completion and response of Technical Queries (RFI, FCD)
Review and ensure quality of A/E submittals.
Skills and Qualifications:
Essential Technical:
Must be University / College graduate with BEng / BSc in Telecommunication / Electrical / Electronic Engineering from recognized institute.
15 years’ experience in EPC and PMC organizations with a minimum of 2 years’ experience in a lead position role.
Strong professional engineering background managing the design development of complex infrastructure projects. Proven technical design experience within the field of telecommunications.
Experience within key areas of the Telecommunications field such as Optical Fibre Infrastructure design, Data Networks (LAN/WAN/MAN), Structured Cabling (SCS), Wireless Local Area Networks (WLAN), IP CCTV Security Systems, IP Telephony Systems Physical Access Control systems (ACS) and Public Address / General Alarm (PAVA).
Must be conversant with the design of commercial, institutional, industrial facilities related to telecommunication and security systems.
Essential Behavioral:

Preferred Technical:
Competent project management experience in delivering infrastructure design submittals, contract drawings, specifications and bid documents.
Must have thorough knowledge of codes and standards such as IEC, IEEE, ITU, TIA, etc.
Proficient knowledge of project engineering processes and procedures.
Knowledge of industrial infrastructure development and utilities.
Experienced in managing execute of a design contract / financial management of contracts / planning and organizing.
Project delivery experience in Middle East.
BICSI certification such as RCDD (Registered Communications Distribution Designer) or equivalent would be an advantage.
Networking professional certification such as CCNA (Cisco Certified Network Associate), JNCIA (Juniper Networks Certified Internet Associate) or equivalent would be an advantage.
Knowledge / experience of Saudi Arabia High Commission for Industrial Security (HCIS) directives.
Familiarity of security risk assessment, concept of design development in relation to security related projects.
Familiar with SBC (Saudi Building Code) and in particular Section 401 – Electrical or IEC 60364 / BS 7671.
Knowledge of International Building Code (IBC).
Experience with preparation and monitoring of engineering performance and progress reporting (EPPR).
Demonstrated experience with preparation of engineering fee proposals and engineering design contracts.
Experience in executing engineering in a BIM / VPD environment.
Keen awareness of right-of-way, access, and egress requirements for integrated security and telecommunication system design projects.
Experience in design and development of Data centers would be an advantage.
Experience in design and development Intelligent Transportation System (ITS) would be an advantage.
Have been in a position leading the telecommunication and security design team for successful completion of a project.
Knowledge and understanding of engineering Quality Management Systems.

Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/ supervising a team.
Ability to work within an integrated RC/ Bechtel team at multiple levels from working level to Project Manager level.

Experience managing an integrated engineering design team on complex telecommunication and security related projects.
Successful implementation of mentoring programs for young engineers.
