PRINCIPAL FUNCTIONS
LEADERSHIP and MANAGEMENT
Develop and direct the implementation of goals, objectives, policies, procedures and work standards for cost control section to monitor costs of projects.
Direct activities for monitoring project performance and reporting project status to management.
Direct, supervise and evaluate staff, directly and/ or through multiple levels of supervision.
Direct the preparation of activity based budget and dynamic budgets and instruct accountants and engineers to update master budget to reflect changes.
Monitor project performance to prepare detailed report on work schedules, activities, and construction resources.
PLANNING and ORGANIZATION
Study cost impacts for variation orders for same activities or any added activities.
Oversee reporting requirements and monitor cost effectiveness of projects to ensure that procedures are being followed and assist in resolving problems which require top-level input.
Coordinate with Planning Section for preparing cost/cash package, monitoring performance, preparing activity based budget, preparing dynamic budget, and direct activities to manage records and details of project progress.
Manage and conduct meetings with department staff to identify issues and develop suggestions for resolution to problems and participates in regular staff and advisory committee meetings.
RESOURCE MANAGEMENT
Assign specific tasks to subordinates to ensure progress within the projected program and budgets.
Determine cash inflow and outflow requirements for projects and submit for approval.
Co-coordinate the work of subordinate staff and work effectively with other departmental managers to ensure effective completion of work and achievement of departmental targets.
OTHERS
Study and review cost loaded schedules, time schedules and other related documents to estimate activities duration involved in construction projects.
Modify and update master budget or previous dynamic budget as per budget committee decisions.
Study and reallocate costs, review and discuss time impact, claimable changes, and obtain approval from AVP PCS.
Review labor and material histograms, cash in flow and out flow reports, time schedules and other related documents to budget cost requirements.
Review activity based cost coded contracts and purchase orders to analyze discrepancies against time schedule and procedures.
Review labor transfer and hiring documents, time sheets, and overtime records to establish control on staff and labor and forecast cost and completion reports.
QUALIFICATION REQUIREMENTS
Academic & Professional Qualification
Bachelor degree in Engineering with major coursework in Cost engineering curriculum. Master degree preferable but not compulsory.
Essential hands-on Computer skills are necessary.
Related Experience:
Minimum fifteen (15) years of diversified working experience including experience in cost control function and at least seven (7) years at senior supervisory level.
Fluency in English and Arabic language.
